[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced that it has been honored with the Prime Minister's Commendation (Grand Prize) as the 2nd most productive local government nationwide in the '12th Local Government Productivity Awards.'
The 'Local Government Productivity Awards' have been conducted since 2011 under the Ministry of the Interior and Safety to motivate improvements in local administrative productivity and support the strengthening of local government competitiveness. Through this, the efforts and capabilities of basic local governments to improve residents' quality of life and public services are comprehensively measured from a productivity perspective.
A 'highly productive local government' refers to a local government that effectively utilizes the region's human, material, and social capital capacities to enhance residents' quality of life in areas such as economy, environment, culture, and welfare, and strives for sustainable growth.
This evaluation was conducted on 152 local governments nationwide that voluntarily applied. To ensure fair and objective judgment, the Ministry of the Interior and Safety measured productivity indices divided into 2 areas, 6 fields, and 22 sub-indicators through a judging committee composed of 15 members from the public, private, and academic sectors.
The district received overall excellent evaluations compared to the average of other local governments in the 'Local Government Competitiveness' area, including ▲regional economic capacity ▲financial capacity ▲administrative capacity, and in the 'Quality of Life' area, including ▲care and welfare ▲safety and health ▲education and culture.
In particular, among the total 22 sub-indicators, 12 indicators such as ▲poverty alleviation rate ▲employment increase rate ▲birth rate increase rate ▲per capita GRDP (Gross Regional Domestic Product) growth rate ▲financial independence ratio ▲annual visitors to cultural infrastructure ▲level of lifelong education utilization recorded S and A grades, greatly recognizing the district's efforts to improve productivity across the board.
The awards ceremony was held on December 9 at the Government Seoul Office Annex, and feedback through an excellent casebook will be provided in the future.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, "This award has become an opportunity to objectively verify Yeongdeungpo-gu's potential and strength for development," adding, "We will continue to enhance administrative competitiveness across the district and create a Yeongdeungpo full of hope and happiness."

Seongdong-gu (Mayor Jung Won-oh) was honored with the 'Grand Prize' in two categories?public-private cooperation and resource linkage, and social welfare fraud management?at the '2022 Regional Welfare Project Evaluation' conducted among 229 basic local governments nationwide.
The Regional Welfare Project Evaluation is a nationwide assessment selecting local governments that have achieved excellent results in promoting welfare for vulnerable groups and local residents through regional welfare projects over the past year. Seongdong-gu received awards in five categories: ▲public-private cooperation and resource linkage (Grand Prize) ▲social security fraud management (Grand Prize) ▲provision of visiting health and welfare services (Excellence Award) ▲2021 regional social security plan implementation results (Excellence Award) ▲childcare policy field (Excellence Award).
Seongdong-gu achieved the remarkable feat of being selected as an excellent institution for six consecutive years by winning the Grand Prize in two categories again this year, following last year, widely promoting its image as a welfare leader.
In particular, in the 'public-private cooperation and resource linkage' category, it was selected for the Grand Prize by demonstrating outstanding achievements such as operating a solitary death prevention project with the local social security council, expanding the total amount of welfare resources, and operating honorary social welfare officers. Seongdong-gu's case will be presented as an excellent case at the '2022 Seoul Metropolitan Social Security Council Capacity Building Conference' held in Seoul on the 20th.
In the 'social welfare fraud management' category, it achieved the Grand Prize for the second consecutive year by enhancing fairness and professionalism through the formation of a dedicated task force for fraud eradication, conducting guidance inspections, and providing customized fraud prevention education by recipient, recognizing efforts to prevent welfare finance leakage.
Additionally, in the 'provision of visiting health and welfare services' category, it achieved a record of six consecutive years of awards since 2017, receiving high evaluations for customized integrated service support and efforts to respond to the COVID-19 crisis, earning the Excellence Award.
In the '2021 regional social security plan implementation results' category, it received good evaluations for promoting specialized projects considering local characteristics such as establishing an all-day care system through public-private cooperation, protecting and supporting essential workers, regional elderly welfare centers, and support for women with career breaks, as well as systematic management of the regional social security plan.
In the childcare policy field, it received the Excellence Award by promptly supporting self-diagnosis kits and health masks in response to the spread of COVID-19, as well as differentiated and diverse childcare policies such as organic meal kits, class operation expenses, and special activity expenses support.
Jung Won-oh, Mayor of Seongdong-gu, said, "Through the regional social welfare project evaluation, the excellence of Seongdong-gu's regional welfare policies has been recognized once again," adding, "We will not be satisfied with the evaluation results and will continue to focus on supporting vulnerable groups and strive to establish a sustainable welfare foundation."
On the 12th at 3 PM, Oh Seung-rok, Mayor of Nowon-gu, attended the '2022 Dong Life Respect Project Achievement Awards Ceremony' held at the Nowon-gu Office Small Auditorium.
The ceremony was organized to share the activities of each neighborhood and the Neighbor Love Volunteer Group who worked hard for life respect and suicide prevention throughout 2022 and to encourage their efforts.
The event was attended by about 150 people, including Oh Seung-rok, Mayor of Nowon-gu, National Assembly members Woo Won-shik and Ko Yong-jin, outstanding neighborhoods and contributors to suicide prevention projects, and local residents. The program proceeded with guest introductions, screening of the grand prize-winning video contest work, greetings and congratulatory speeches, and awards for outstanding neighborhoods and contributors.
Mayor Oh Seung-rok said, "I express my gratitude to individuals and organizations carrying out life respect projects," adding, "We will continue to promote various policies to spread a culture that respects life in the community, so we ask for your interest and participation."
Kim Tae-woo, Mayor of Gangseo-gu, Seoul, attended the 'Disabled Persons Song Festival' held at Yewon Church in Deungchon-dong on the 12th and said, "We will take interest and support so that the festival for the disabled can develop further."
This is to expand social participation opportunities for people with disabilities and enable them to enjoy various cultural activities.
The event, hosted by the Seoul Association of the Physically Disabled Gangseo Branch (Branch Chief Yang Jeom-dong), was attended by about 200 people, including Mayor Kim Tae-woo, members of the Disabled Persons Association, and heads of disability organizations.
The first part of the song festival opening event included an opening ceremony and a congratulatory performance by invited singers. In the second part, 15 finalists who passed the preliminary screening competed fiercely.
Mayor Kim Tae-woo, who visited the festival to encourage people with disabilities who have had a harder time due to COVID-19, said, "I am glad to enjoy the festival with many residents," adding, "I hope you freely express your talents and skills and blow away the accumulated stress."
Deutsche Motors (CEO Kwon Hyuk-min) visited Dongdaemun-gu (Mayor Lee Pil-hyung) at 10:30 AM on the 12th to deliver a donation of 30 million KRW prepared to help neighbors in need during the year-end and New Year holidays.
The donation ceremony was held in the mayor's office with the attendance of Lee Pil-hyung, Mayor of Dongdaemun-gu, CEO Kwon Hyuk-min, and Vice President Kim Ji-ho.
Deutsche Motors is an imported car sales company located in Dapsimni 1-dong, Dongdaemun-gu, and has donated a total of 175 million KRW to Dongdaemun-gu Office since 2011.
The district plans to donate the funds to the 'Dongdaemun-gu Social Welfare Council' to support vulnerable groups in the area, such as elderly living alone and low-income families.
Lee Pil-hyung, Mayor of Dongdaemun-gu, said, "We thank Deutsche Motors for donating funds to help neighbors in need during the year-end," adding, "We will ensure the funds are delivered well to those who need assistance."
Eunpyeong-gu (Mayor Kim Mi-kyung) won four awards at the Ministry of Health and Welfare's '2022 Regional Welfare Project Evaluation,' the most among Seoul autonomous districts, recognizing its status as a leading welfare administration city.
The 'Regional Welfare Project Evaluation' is a prestigious welfare administration award given to local governments after first review by metropolitan governments and final evaluation by the Ministry of Health and Welfare.
Eunpyeong-gu was honored with awards in four categories as a result of efforts to build a people-first care administration and a dense social safety net through public-private cooperation.
By category, it received ▲Grand Prize for expansion of community services and activation of social economy ▲Grand Prize for creation of social service jobs ▲Excellence Award for provision of visiting health and welfare services ▲Excellence Award for provision of integrated community care services.
In the 'Expansion of Community Services and Activation of Social Economy' category, Eunpyeong-gu received high scores for establishing a foundation for social economy activation through operations of the Eunpyeong Social Economy Hub Center and the Eunpyeong Social Economy Innovation Valley Center. Receiving the Grand Prize this year, it has won awards for five consecutive years following last year's Grand Prize.
In the 'Creation of Social Service Jobs' category, it was the only Seoul autonomous district to receive the Grand Prize this year. It promoted customized social service job projects considering local government characteristics and recipient needs, such as 'Neighborhood Space Organizer Trainer,' 'Small Business Financial Consultant,' and 'Playing Eunpyeong, Growing Child Service.'
In the 'Provision of Visiting Health and Welfare Services' category, it achieved the Excellence Award this year, marking a record five consecutive years of awards nationwide. It shortened monitoring cycles and increased visits for welfare recipients needing care and promoted various efforts to provide meticulous welfare services, including the 'AI-based Non-face-to-face Check-in Service.'
In the 'Provision of Integrated Community Care Services' category, it was the only Seoul autonomous district to receive the Excellence Award for two consecutive years. Based on the Care SOS Center project, it strengthened health and medical fields through public-private cooperation and promoted its own health-customized integrated care projects such as 'Adding Health to Care.'
Kim Mi-kyung, Mayor of Eunpyeong-gu, said, "I am very pleased to have achieved excellent results in this evaluation where leading welfare policies and excellent cases of local governments nationwide competed in good faith," adding, "We will do our best to build an Eunpyeong-type welfare safety net that residents can feel and provide practical welfare services when needed."
