Eunpyeong-gu to Implement Seasonal Fine Dust Management System Until March Next Year... Providing Energy Saving Points, Vehicle Operation Restrictions, Joint Inspections, Road Cleaning, and More

Eunpyeong-gu Goes All Out to Reduce Fine Dust... Launches Seasonal Management System

[Asia Economy Reporter Jongil Park] Eunpyeong-gu (Mayor Kim Mi-kyung) will implement the ‘4th Seasonal Fine Dust Management System’ from this month until March next year to respond to the occurrence of high-concentration fine dust.


As a preventive measure, fine dust reduction policies strengthened beyond normal levels will be implemented to intensively manage fine dust. This is the fourth implementation since 2019.


As a result of the previous 3rd seasonal management system, the average concentration of ultrafine dust during the same period over the past three years decreased by 7% (28→26㎍/㎥), and the average concentration of fine dust decreased by 20% (49→39㎍/㎥).


This 4th implementation will focus on 11 projects in four areas: transportation, heating, workplaces, and exposure reduction.


The main contents include ▲providing special points for eco and passenger car mileage ▲restricting operation of emission grade 5 vehicles ▲intensive management of workplaces emitting air pollutants and generating scattered dust ▲strengthening road cleaning ▲special inspection of indoor air quality in multi-use facilities ▲distribution of masks to vulnerable groups against fine dust.


During the seasonal management period, special points will be provided to residents who participate in energy saving. Eco Mileage participants who reduce energy usage by 20% or more compared to the average energy consumption of electricity and water over the same period in the past two years, or passenger car mileage participants who reduce vehicle operation distance to 1960 km or less, will be awarded 10,000 special points.


Emission grade 5 vehicles are restricted from operating in all areas of Seoul from 6 a.m. to 9 p.m. on weekdays, and violators will be fined 100,000 KRW. Vehicles equipped with reduction devices, emergency vehicles, and vehicles owned by disabled persons, low-income groups, and small business owners are exempt from enforcement.


For 18 air pollution emission workplaces and 62 scattered dust generating workplaces in the region, a citizen participation monitoring group will be operated, and joint inspections by the city and district will systematically manage fine dust sources.


Road cleaning will be strengthened on the main management roads, Tongil-ro and Yeonseo-ro, and the fine dust intensive management area around Daejo-dong. Seven water spraying trucks, four dust suction trucks, and six road cleaning vehicles will be deployed to clean 3 to 4 times a day, and other roads will be intensively cleaned at least twice a day.


Indoor air quality will be maintained at appropriate levels at 32 public transportation facilities and facilities used by vulnerable groups and youth. Special inspections of indoor air quality will be conducted, including checking the proper operation of ventilation and air purification facilities, and two underground stations with high concentrations will be intensively managed.


71,000 health masks will be distributed to outdoor workers, transportation facility managers, the elderly, and respiratory patients to protect vulnerable groups from fine dust.
