Ministry of Land and Seoul City to Conduct Joint Administrative Investigation of Eunma Apartment from 9 AM

[Asia Economy Reporter Cha Wanyong] The government and local authorities have launched a joint administrative investigation into Eunma Apartment in Daechi-dong, Gangnam-gu, Seoul.


The Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government announced on the 7th that they will conduct a joint administrative investigation from 9 a.m. that day to supervise the appropriateness of the operation of the Eunma Apartment Reconstruction Promotion Committee and the Residents' Representative Meeting.


This administrative investigation is scheduled to be conducted until the 16th, focusing on inspecting the operation status of the Reconstruction Promotion Committee and the Residents' Representative Meeting in accordance with the Urban and Residential Environment Improvement Act.


The inspection team will include the Ministry of Land, Infrastructure and Transport, Seoul Metropolitan Government, Gangnam District Office, external experts (lawyers and accountants), and the Korea Real Estate Board.


The joint inspection team plans to investigate whether the Reconstruction Promotion Committee complied with urban maintenance laws and operational regulations in all aspects of its operations, including service contracts, accounting processing, and information disclosure, which were conducted to promote the reconstruction project.


Additionally, the team will investigate whether the Residents' Representative Meeting complied with the Apartment Housing Management Act in handling overall apartment management tasks, such as the execution of the long-term repair reserve fund.


In particular, the joint inspection team will focus on whether the Eunma Apartment Reconstruction Promotion Committee misused the long-term repair reserve fund, which is managed through apartment accounting, for the purpose of holding protests against the Metropolitan Area Express Train (GTX).


After completing the administrative investigation, the joint inspection team will review the compliance of the collected data with relevant laws and the facts during the on-site inspection. If any illegalities are found during the review process, measures such as referral for investigation, corrective orders, and recovery actions will be taken according to relevant laws. Furthermore, if the use of the long-term repair reserve fund for purposes other than its legal use is confirmed, punishment of related parties for charges such as embezzlement or breach of trust in the course of duty will also be considered.


Meanwhile, Eunma Apartment is a complex with 4,424 households, completed in 1979, and has been promoting reconstruction projects since 2003 by forming a Reconstruction Promotion Committee. Amid this, when the plan for the GTX-C line to pass underground through Eunma Apartment was announced, the Eunma Apartment Reconstruction Promotion Committee has been holding protests near the residence of Hyundai Motor Group Chairman Chung Euisun in Hannam-dong, Yongsan-gu, Seoul, since October 12, demanding the rerouting of the GTX-C line.


In response, Minister of Land, Infrastructure and Transport Won Heeryong stated on the 23rd of last month, "We cannot tolerate actions that obstruct national projects to resolve metropolitan traffic congestion and incite anxiety," adding, "We will take all possible measures that the Ministry of Land, Infrastructure and Transport can exercise, including administrative investigation authority."
