Construction of Fashion Sewing Complex Support Center in Yongsin-dong, Dongdaemun-gu Dongdaemun-gu Sewing Manufacturer

[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Lee Pil-hyung) is building a fashion sewing complex support center in Yongsin-dong and will provide various supports to revitalize the fashion sewing industry.


The district was finally selected on the 5th for the ‘Small Business Complex Support Center Construction and Operation Project’ announced by the Ministry of SMEs and Startups, securing a total project budget of 3.5 billion KRW.


The ‘Small Business Complex Support Center Construction and Operation Project’ is a project to establish a complex support center capable of one-stop support from product planning, design, product development, to exhibition and sales within urban small business clusters.


Accordingly, the district will receive 1 billion KRW from the national government, 1.5 billion KRW from the city, and add 1 billion KRW from the district budget to build a fashion sewing complex support center with a total floor area of 210 pyeong at the current site of Yongdu Youth Reading Room.


The center will include ▲cutting room (CAD, CAM) ▲shared workshop (sewing equipment) ▲education development room ▲exhibition room and studio, reflecting the demands of fashion sewing small businesses.


To revitalize Dongdaemun-gu’s representative manufacturing industry, the fashion sewing industry, the district will promote projects through the center such as ▲providing cutting services using smart automatic cutting equipment ▲education for training professional sewing garment personnel ▲development of joint brands to increase work orders ▲management technology consulting ▲support for innovative small businesses.


Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “With the selection of this public contest project, we will be able to further revitalize Dongdaemun-gu’s representative manufacturing industry, the fashion sewing industry,” and added, “We will continue to build a stronger support system simultaneously with the establishment of the center so that the fashion sewing industry can continue to grow.”

Gwangjin-gu (Mayor Kim Kyung-ho) is recruiting participants for the ‘Senior Healthcare Job Improvement Training’ until the 15th.


The ‘Senior Healthcare Job Improvement Training’ is a specialized education course prepared to enhance the job expertise and field adaptability of job seekers holding caregiver certificates, and it also helps with employment linkage.


The recruitment target is job seekers who hold caregiver certificates and wish to work in day or night care facilities, with priority given to Gwangjin-gu residents under 65 years old. The number of recruits is 20, and if applicants exceed the quota, selection will be made based on residence, age, and employment counseling details.


The training will be held from the 20th to the 23rd at the Open Caregiver Training Center. The main programs include ▲care for skilled caregiving ▲cognitive activity and physical activity programs ▲silver sensory play ▲care for severely elderly using suction and enteral nutrition, consisting of 16 hours total with 4 hours per day.


The district covers all costs related to the training and issues certificates of completion to students who complete the entire course. After completion, employment will be arranged through the training institution and Gwangjin-gu Job Center for caregiver facilities.


Those wishing to apply should prepare related documents such as the participation application form, consent form for personal information provision, a copy of the caregiver certificate, and resident registration abstract, and submit them in person to the Gwangjin-gu Job Center or the Open Caregiver Training Center. Jung-gu, Seoul (Mayor Kim Gil-sung) will visit 15 senior centers from November 28 to December 9 to inform about ways for over 300 elderly people to spend the winter healthily and safely.


First, to prevent the most concerning winter accident, falls, a safety education specialist will present tips on safely walking on icy roads and crosswalks.


Elderly people walk slowly and are especially at risk when crossing crosswalks. The lecture will emphasize traffic safety rules such as ▲the dangers of jaywalking ▲safe crosswalk walking methods ▲wearing bright clothes when walking at night ▲the ‘stop, look, walk’ rule at crosswalks.


During cold wave warnings, it will be advised to refrain from outdoor activities and keep warm with innerwear and scarves. The use of heating devices, a major cause of winter fires, will also be covered, including detailed guidance on temperature control and storage of electric blankets and heaters.


Voice phishing prevention education will be conducted to protect elderly from financial scams. Real cases of children impersonating to extort money will be examined, and step-by-step responses to such situations will be discussed.


Visiting nurses will also join the senior centers to operate health management promotion programs. They will measure blood pressure, blood sugar, cholesterol, and provide dementia prevention education. Light indoor exercise, proper hydration, and balanced nutrition will be checked to maintain immunity.


Mayor Kim Gil-sung said, “The weather has rapidly become colder since late November. The season when the safety and health of the elderly are a concern has arrived,” and added, “I hope you remember what you learned this time and get through this winter safely.”

Dongjak-gu (Mayor Park Il-ha) announced on the 7th that it was the only district in Seoul to receive the highest award in the ‘National Local Government Childcare Policy Evaluation’ hosted by the Ministry of Health and Welfare in 2022.


This evaluation was conducted across 226 local governments nationwide, covering 15 items in 7 areas including childcare teacher treatment improvement, daycare center quality management, public childcare expansion performance, and COVID-19 response.


The district was evaluated for expanding stable public childcare through increased utilization rates of national and public daycare centers compared to the previous year and efforts in vulnerable childcare.


It also showed excellent results in daycare center safety management, such as on-site inspections to prevent safety accidents involving school vehicles and meals, and safe purchasing of meal ingredients.


Additionally, it was recognized for successfully managing daycare center quality with a 91% ratio of certified and A/B grade daycare centers and a 90% parent monitoring participation rate within the region.


Furthermore, despite the COVID-19 crisis, the district received high marks for creating a safe environment from infectious diseases by establishing special management plans for daycare centers, distributing foldable partitions, supporting quarantine supplies, and installing smart air showers.


Park Il-ha, Mayor of Dongjak-gu, said, “I am pleased that our district was selected as the best case for efforts to create a leading infant-centered childcare environment,” and added, “We will do our best to make Dongjak a happy place for children, parents, and childcare workers.”

Employees of the rainwater pumping station, who took the lead in preventing summer flood damage, will support the safe and warm winter of underprivileged groups through talent donation.


Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced that from December 5 to February 28 next year, it will provide ‘Public Safety Welfare Services’ utilizing the professional skills of rainwater pumping station workers.


The ‘Public Safety Welfare Service’ started in 2000 and has been continuously providing warmth by visiting senior centers, daycare centers, and other places waiting for employees every year. Last year, they visited 21 places for talent donation, and this year, 18 employees plan to visit 54 facilities in need.


With the end of flood prevention work in winter, rainwater pumping station employees perform their primary duties such as maintenance and inspection of flood control facilities in the morning, and in the afternoon, visit vulnerable neighbors such as elderly living alone, senior centers, daycare centers, and disabled households to inspect and repair heating, electricity, sanitation, and water facilities free of charge using their own equipment.


The employees donating their talents hold certifications in electrical and mechanical fields and are experienced professionals who use their expertise to help underprivileged groups get through winter while working to improve the residential environment in the community.


Inspection contents include relatively simple repairs such as ▲replacing lighting ▲checking boiler operation and fuel leaks difficult for the general public ▲checking heating pipe leaks ▲checking operation and proper use of circuit breakers ▲inspection and repair of outlets, plugs, and wires ▲repair of sanitary and water supply facilities.


Malfunctioning or aged lights, outlets, wires, and water valves are inspected and maintained on-site. Safety inspections of electrical facilities are also conducted to prevent safety accidents such as fires in advance.


In cases requiring additional inspection due to serious defects or costly repairs, separate guidance is provided so that the facility manager can take action.


Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, “We will strive to improve the welfare of neighbors in need through employees’ talent donation,” and added, “We will enhance the quality of visiting services and carry out more proactive administration.”

Guro-gu (Mayor Moon Heon-il) announced that it is recruiting participants for the first half of 2023 Safe Job Project until December 16.


Next year’s recruitment is for 255 people across 107 projects, an increase of 45 people compared to 210 recruited in the first half of this year.


Seoul City fully revamped the Safe Job Project this year, reflecting the city administration’s policy of ‘Walking Together with the Vulnerable,’ shifting from a supplier-centered administrative support project based on productivity and public institution needs to a beneficiary-centered public contest project for socially vulnerable groups.


Regarding this, a district official said, “We applied for the 2023 Safe Job Project in line with Seoul City’s restructuring direction,” and added, “The project aligns with Guro-gu’s district administration goal of ‘Warm Companionship, Changing Guro’ and Seoul City’s Safe Job Project restructuring direction, and we explained well to the judges that many participants are livelihood-type due to the project targeting vulnerable groups.”


Guro-gu secured a budget to accommodate more than 255 participants each in the first and second halves of next year.


Selected participants will be assigned to 107 projects in five areas: socially vulnerable, physically vulnerable, socially safety vulnerable, digitally vulnerable, and climate environment vulnerable, working for about five months from January 16 to June 30 next year.


Eligibility requires Guro-gu residents aged 18 or older with work ability, household income below 75% of the median income, and household assets not exceeding 400 million KRW. Those with disqualifying reasons such as unemployment benefit recipients are excluded.


Working conditions are based on next year’s minimum wage of 9,620 KRW per hour. For five-day work weeks, those under 65 receive up to 49,000 KRW per day for 5 hours, and those 65 or older receive up to 29,000 KRW per day for 3 hours. Four major insurances are provided, and a snack fee of 6,000 KRW is paid separately on actual working days.


To apply, bring the project application form, job registration certificate, and other documents to the local community service center for submission.


A Guro-gu official said, “We hope the Safe Job Project will provide practical help to residents facing economic difficulties,” and added, “We will continue to seek various ways to improve residents’ lives.”
