Seongdong-gu Establishes Smart Snow Removal System That Operates Automatically When It Snows Road heating cables in front of Kumho 2 3-ga Community Center

[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) has expanded the installation of a smart snow removal system to ensure safety against heavy snowfall and road icing caused by climate change.


Earlier this month, the district added road heating systems at eight locations to minimize inconvenience to residents through prompt snow removal during winter snowfall and to carry out eco-friendly snow removal operations. Since a pilot installation in 2018 on steep roads at Geumhosan-gil and in front of the main gate of Oksu Elementary School, a total of 13 locations covering 1.7 km were completed by 2021. This year, using special grants and local tax funds amounting to 2.9 billion KRW, heating cables were installed and operated on a total of 1.8 km across eight locations, including 268 m on the Dongho Elementary School commuting route, 195 m on the Okjeong Elementary School commuting route, and 340 m on Doksodang-ro 59-gil, a village bus route, creating a total of 21 locations covering 3.5 km of safe, ice-free passageways.


Additionally, an automatic brine spraying device was pilot-installed on a 400 m section of Haengdang-ro from Nongol Intersection to Singeumho Station, a steep main road where road heating installation is difficult, and is scheduled to be fully operational from next week. The automatic brine spraying device detects snowfall through a road weather sensing device and automatically sprays brine.


A district official stated, “The newly installed road heating and automatic brine spraying devices are smart snow removal systems controllable remotely, expected to operate timely and respond swiftly to sudden heavy snowfall.”


Furthermore, aiming for rapid snow removal, Seongdong-gu operates the Disaster and Safety Countermeasures Headquarters 24 hours a day, has secured 1,703 tons of snow removal materials such as calcium chloride, and deployed 488 snow removal boxes, completing thorough preparations.


Going forward, Seongdong-gu plans to continuously expand road heating systems in vulnerable snow removal areas such as steep slopes, sections frequented by vulnerable pedestrians, and village bus routes to prevent winter safety accidents among residents.


Jung Won-oh, Mayor of Seongdong-gu, said, “With the establishment of smart snow removal systems such as road heating and automatic brine devices this winter, we can respond promptly even to unexpected heavy snowfall. As heavy snow and cold waves due to climate change become more frequent, causing not only travel inconvenience but also threatening residents’ safety, we will prepare thoroughly.”

Jongno-gu (Mayor Jeong Moon-heon) is committed to implementing comprehensive snow removal measures until March 15, 2023, in preparation for heavy snowfall during winter.


Focusing on ‘minimizing resident inconvenience,’ ‘eco-friendliness,’ and ‘smart’ solutions, the district has formed a task force and operates a 24-hour control room. Considering precipitation probability and snowfall amounts, it has divided responses into five stages: normal, reinforcement, and stages 1 to 3, enabling swift action.


In particular, the district is expanding the operation of eco-friendly and smart snow removal systems this year. Smart snow removal boxes, which apply Internet of Things (IoT) technology to allow checking and managing the location, remaining snow removal agent, and lid status via mobile phones and the internet, have increased from 80 units last winter to 125 units this year, an addition of 45 units.


Eco-friendly snow removal agents in small packages (5 kg), easy for elderly and vulnerable people to use in emergencies, have increased from 100 tons to 150 tons. Remote automatic liquid sprayers operable via smartphone apps have expanded from 59 to 107 units, and fixed automatic liquid sprayers have increased from 2 to 8 locations, ensuring thorough readiness.


Notably, three mobile snow removal forward bases (intermediate supply bases for snow removal agents) have been established by dividing the area into northern, central, and eastern regions. This is expected to improve work efficiency by reducing the time needed to replenish snow removal agents.


Regarding snow removal equipment, 309 units of 11 types, including multipurpose vehicles and snow removal sprayers, will be deployed, with staff from community centers and the district office assigned during heavy snowfall.


To foster a ‘culture of clearing snow in front of one’s home’ and restore community spirit, related education is conducted in local schools, and promotional character materials to raise awareness are distributed. The snow removal character ‘Torongi’ created by Jongno-gu has been confirmed for inclusion in the 2023 elementary third-grade localized curriculum produced by the Central Education Support Office.


Mayor Jeong Moon-heon stated, “We aim to carry out prompt snow removal operations to protect residents’ safety, minimize inconvenience, and prevent traffic chaos during commuting hours, which can occur due to Jongno’s urban location. We also ask residents for their interest and cooperation to establish a culture of clearing snow in front of their homes.”
