US Intelligence Chief: "Low Likelihood North Korea Will Hold China Responsible for Provocations"

[Asia Economy Reporter Ryu Tae-min] The head of the U.S. intelligence agency analyzed that the reason behind North Korea's record-high missile provocations this year is likely its own judgment that China will not impose any restraints.

Avril Haines, Director of the U.S. Office of the Director of National Intelligence (DNI), said on the 3rd (local time) at the Reagan Defense Forum held in Simi Valley, California, that there are multiple reasons for North Korea's provocations, adding, "It seems North Korea recognizes that China is unlikely to hold them accountable."

Regarding the criticism that China is more focused on domestic issues such as protests against COVID-19 quarantine policies, Director Haines said, "China is certainly distracted by domestic issues. There are many things that require attention immediately (besides North Korea)." She then mentioned changes in the international order following the Ukraine crisis, stating, "North Korea is in a position to exert more influence on Russia," and added that it has become more difficult to impose additional UN sanctions on North Korea.

She also said that she is closely monitoring the trends of the 7th nuclear test, stating, "Additional nuclear tests are still possible."

Regarding protests within China, Director Haines assessed, "At this moment, they do not appear to pose a threat to the stability of the (Chinese) regime or lead to regime change." She further predicted, "Nevertheless, they could influence decision-making within the regime, and how the protests develop going forward will be important to President Xi Jinping."
