"An Important Time for Ulleungdo" ... Nam Hang-kwon, County Governor, Delivers First Policy Speech of the 8th Civilian Administration Nam Hang-kwon, the governor of Ulleung County, delivered the first administrative speech of the 8th elected term at the "268th Ulleung County Council 2nd Regular Meeting" on the 1st.

[Asia Economy Yeongnam Reporting Headquarters Reporter An Kyungho] Nam Hankwon, the mayor of Ulleung County, explained the direction of national administration for the next year and the 2023 budget proposal during the first policy speech of the 8th elected term at the ‘268th Ulleung County Council 2nd Regular Meeting’ held on the 1st.


The major policies for the county administration next year revealed in the policy speech included six key points: an open county administration where residents are the owners, hope welfare enjoyed by all, revitalization of the local economy, fostering agriculture and fisheries that create new value, an attractive ecological tourism island, and improvement of island conditions and regional development.


The Ulleung County budget proposal amounts to 242 billion KRW, a 10% increase from this year, with 238.5 billion KRW allocated to the general account and 35 billion KRW to the special account.


The main expenditure budget by sector was organized as follows: 36 billion KRW for general public administration and order/safety, 1 billion KRW for education policy, 25.6 billion KRW for culture and tourism, 24.2 billion KRW for social welfare and health, 41 billion KRW for agriculture, forestry, and marine fisheries, and 34.6 billion KRW for transportation, logistics, national land, and regional development.


Mayor Nam stated, “Due to North Korea’s ballistic missile launch last November, an air raid alert was issued on Ulleungdo. We will focus on establishing policies to improve residents’ safety and welfare, such as enacting the Ulleungdo-Dokdo Support Special Act and constructing evacuation facilities for residents.” He added, “The four years of the 8th elected term is a crucial period to lay the foundation for Ulleung’s next 100 years.”
