According to major foreign media on the 30th (local time), Russian Defense Minister Sergey Shoigu stated at a Ministry of Defense meeting that day, "When preparing the list of major construction facilities for next year, special attention will be given to nuclear weapons infrastructure."
Minister Shoigu said, "We will strive to strengthen the combat capabilities of the missile forces," adding, "Facilities to accommodate new missile systems are under construction at five strategic missile force units." He also added, "The Aerospace Forces are building an inter-service test site in the Krasnoyarsk region."
Meanwhile, Russia had planned to hold a Bilateral Consultative Commission (BCC) meeting in Cairo, Egypt, the day before, to implement the New Strategic Arms Reduction Treaty (New START) with the United States, but notified the U.S. of the postponement of the meeting one day prior.
