[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Choi Ho-kwon) has established and is operating a ‘Welfare Assistance Application’ bulletin board on the district office website since the 14th to actively discover and support marginalized households in crisis within the region.
On the 25th, a tragic incident occurred where a mother and daughter suffering from financial hardship were found dead in a district of Seoul. As the importance of discovering and reporting welfare blind spots grows, the district is striving to enhance accessibility to welfare services by operating a simple reporting system and preparing various reporting and consultation channels.
The ‘Welfare Assistance’ bulletin board is set up on the Yeongdeungpo-gu website frequently used by residents, allowing users to report difficult situations of themselves or neighbors with a simple login via PC or mobile.
The district expects this welfare window to bring reclusive households in crisis, who avoid social exposure, to light without face-to-face consultation and to serve as a welfare channel to help marginalized neighbors.
Reports submitted during weekday working hours on the ‘Welfare Assistance Application’ bulletin board are processed immediately, and those submitted after hours or on weekends are promptly handled the next day.
After receiving reports, welfare planners from the local community center visit the households applying for welfare assistance based on the reported list and reasons to connect them with customized welfare resources. Through one-on-one consultations, they review welfare service support plans and provide timely customized welfare services such as tailored benefits, emergency welfare support, and Seoul-type emergency support according to household conditions.
The district plans to actively cooperate with public institutions and workers in daily life sectors to discover households in crisis that fall into blind spots due to differences between resident registration and actual residence. They will promote active reporting by workers closely related to residents’ lives, such as licensed real estate agents, apartment management offices, and city gas meter readers, and sequentially proceed with business agreements to discover households in crisis.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, “We will actively strive to discover reclusive welfare blind spots in crisis through the Welfare Assistance Application bulletin board,” and added, “Those in need of help are encouraged to report immediately through the ‘Welfare Assistance Application’ bulletin board.”
Yangcheon-gu (District Mayor Lee Gi-jae) announced that starting from 2 p.m. on December 1, it will distribute the ‘Bolbbangbbang Haewoori’ emoticons on a first-come, first-served basis to 25,000 residents who add the KakaoTalk channel ‘Yangcheon-gu Office’.
The district created the ‘Bolbbangbbang Haewoori’ emoticons to increase contact points for district administration promotion through SNS activation and to strengthen communication administration, delivering messages of hope and positivity to residents’ daily lives.
Composed of 16 types of animated emoticons, ‘Bolbbangbbang Haewoori’ uses Yangcheon-gu’s mascot ‘Haewoori’ and reflects the tastes and latest trends of the MZ generation, designed to be cute and friendly. In particular, the character’s unique lively expressions and movements are implemented so that anyone can use them to express various emotions.
The emoticons will be distributed on a first-come, first-served basis to 25,000 new friends who add the ‘Yangcheon-gu Office’ channel on KakaoTalk starting at 2 p.m. on December 1. By entering ‘Yangcheon-gu Office’ in the KakaoTalk search bar and adding the channel, users can download the emoticons free of charge and use them for 30 days.
Lee Gi-jae, Mayor of Yangcheon-gu, said, “To diversify the district administration promotion channels, we created emoticons using Yangcheon-gu’s representative character ‘Haewoori’ that can be usefully applied in daily life,” and added, “We will continue to actively utilize various media such as the KakaoTalk channel ‘Yangcheon-gu Office,’ blogs, Facebook, Instagram, and YouTube to vividly deliver district news that helps daily life.”

Recently, young public officials in their 20s and 30s who passed through high competition are increasingly quitting public service due to excessive workload and maladaptation to organizational culture.
In response, Gangseo-gu, Seoul (District Mayor Kim Tae-woo) published a ‘New Public Officials Life Guidebook’ to help new employees master their work and quickly adapt to public service, receiving favorable reviews from rookie officials.
The guidebook consists of five chapters: ▲Organization status (department and community center status, department allocation by office building) ▲Practical application (electronic approval, budget execution guidance) ▲Service (business trips, overtime, etc.) and flexible work system ▲Education and training system ▲Welfare system.
As an appendix, it includes ‘Tips for Writing Beloved Reports’ and ‘Kind Customer Service Points’ referencing the ‘2022 Seoul New Public Officials Guidebook,’ containing know-how for efficient work processing.
The district collected and reflected opinions on desired information from 79 new public officials and incorporated customized information needed by Gangseo-gu officials such as district clubs and employee welfare.
The guidebook was published in e-book format accessible via the internal administrative network, reducing unnecessary budget expenditure and enhancing information accessibility.
The district plans to actively utilize the guidebook in future training for new employees and promptly update it with any revisions.
