[Asia Economy Intern Reporter Lee Gyehwa] Child sex offender Jo Doo-soon (70) is moving to the nearby Seonbu-dong area as the lease contract for the monthly rental house he currently resides in, located in Wadong, Ansan-si, Gyeonggi Province, has expired.


According to Ansan City on the 22nd, the monthly rental contract for a multi-family house in Wadong, where Jo Doo-soon has lived since his release in December last year, will expire on the 28th. Jo, who must vacate the house, found and signed a contract for another multi-family house in Seonbu-dong, close to Wadong, on the 17th. Like his current residence, the lease contract for the new house was made under his wife's name. Jo's side informed the landlord that they might not be able to move on the contract termination date due to moving preparations, so the exact moving date is expected to be after the 28th. It is known that the current landlord strongly demanded eviction after the two-year contract expired, resulting in no renewal.


Earlier this month, Jo Doo-soon attempted to move to Gojan-dong by signing a lease contract under his wife's name. However, the landlord later found out that the tenant was Jo's wife and canceled the contract by paying a penalty. The house Jo will live in is located within 3 km of his current residence in a residential area. It is reported that there is an elementary school about 300 meters from the new residence, which is expected to cause opposition from local residents and parents.


Real estate agencies in Ansan are sharing personal information about Jo Doo-soon's wife to avoid lease contracts with him. However, the contract was finalized in Seonbu-dong this time. If the residents of Seonbu-dong and the landlord of the house where Jo will live find out about this, there is a possibility of contract cancellation or other measures.


Ansan City plans to transfer the current crime prevention patrol and surveillance functions operating around Jo Doo-soon's current residence to the new location to prepare for any emergencies. Two patrol posts in Wadong will be relocated to Seonbu-dong, and nine security guards, who are black belts in Taekwondo and Judo, will be divided into three teams to patrol 24 hours a day. Ten additional security CCTV cameras will be installed within a 50-meter radius of Jo's new residence (currently 50 cameras), and his movements will be monitored 24 hours a day with information shared with the Ministry of Justice and the police.


To reassure anxious residents, 100 solar-powered lights will be installed on sidewalks near Jo's house, and six safe return home signs will be newly installed. Old streetlights and security lights around Jo's residence will be replaced with bright LED lights. A women's safety package, including smart door opening sensors and smart home cameras, will also be provided to homes of women living alone nearby.


Jo Doo-soon was sentenced to 12 years in prison for abducting, sexually assaulting, and seriously injuring an elementary school student in front of a church in Ansan in December 2008. He was released on December 12, 2020, after serving his sentence.
