Mokdong New Town Apartments to Reach 53,000 Units... Reconstruction 'Gains Momentum' Apartment Complex Landscape in the Mokdong Area of Seoul

[Asia Economy Reporter Hwang Seoyul] The 14 apartment complexes in the Mokdong New Town area, originally supplied in the 1980s as part of solving housing issues, are expected to be reconstructed from the existing scale of 26,629 households to approximately 53,000 households.


On the 9th, the city held the '15th Urban and Architectural Joint Committee' and approved the revision of the district unit plan and planning decision for the Mokdong district land development project. The plan includes reconstruction guidelines for the Mokdong New Town apartment area, totaling 4,368,464㎡, and the Mokdong central district residential and commercial areas. As a result, the Mokdong New Town apartments from complexes 1 to 14, currently totaling 26,629 households, will be able to be reconstructed up to 35 floors high, expanding to about 53,000 households.


The city designated each of the 14 apartment complexes in Mokdong New Town as separate special planning districts and established guidelines for detailed redevelopment plans for each complex. The current floor area ratio (FAR), averaging around 130%, will be increased up to a maximum of 300%. This will approximately double the number of households.


Currently, complexes 1 to 3 are classified as Type 2 General Residential Areas, but guidelines have been created to allow them to be upgraded to Type 3 General Residential Areas like complexes 4 to 14. However, this upgrade is only possible if complexes 1 to 3 supply at least 20% of the allowable floor area ratio as publicly supported private rental housing. The allowable floor area ratio refers to the FAR incentives granted by the city when public benefits such as eco-friendly buildings are applied during redevelopment projects.


For complexes adjacent to subway stations, commercial, office, and residential mixed-use functions will be introduced, and to improve the pedestrian environment, entrances to nearby subway stations will be established within the complexes.


The Mokdong district supplied large-scale apartments through land development projects in the 1980s to address housing problems. However, due to the priority supply policy, issues such as disconnection from surrounding areas and uniform landscapes were created. The city plans to reorganize the district unit plan for Mokdong to create a spatial structure that harmonizes with the surrounding areas and to realize this vision.


Within the complexes, new public pedestrian pathways will be established to connect with existing city streets. This will create open community spaces accessible to nearby residents. Public facilities such as schools, parks, and libraries will be placed near the existing city areas to increase communication spaces with surrounding neighborhoods.


A scenic greenbelt, a large-scale green corridor connecting Gukhoe-daero and Mokdong-ro towards the Anyangcheon direction, will be created, along with pedestrian decks allowing access to Anyangcheon. Along the streets, mid- to low-rise residential buildings will be arranged, with heights increasing stepwise inward to form a three-dimensional landscape.


Jo Namjun, Director of Urban Planning, stated, "Through the reorganization of the Mokdong land development district unit plan, we expect to establish an integrated spatial structure harmonizing with the surrounding city and create green corridors, transforming the southwestern region into a green ecological city."
