North Korea Pushes for Results Ahead of Year-End Review... "Performance Equals Loyalty to the Party" Harvest season in Hwanghae Province, North Korea

[Asia Economy Reporter Jang Hee-jun] As the year-end settlement approaches, North Korea has begun to whip its people by defining 'performance' as the criterion for party loyalty evaluation. This appears to be an effort to achieve the results of the five-year national economic development plan announced at last year's 8th Party Congress amid worsening food shortages caused by overlapping sanctions and the impact of COVID-19.


The Workers' Party organ, Rodong Sinmun, stated on the 9th in an article titled "The Criterion for Party Loyalty Evaluation - Performance," that "The basic measure for evaluating a person's ideology is not words but practice and results," adding, "Especially for cadres, performance is the touchstone for evaluating party loyalty."


It continued, "A person who, even if speaking little, carries out the Party Central Committee's ideas and decisions within the period set by the Party and at the level required by the Party is a person loyal to the Party," emphasizing, "A cadre with high performance is a cadre with high loyalty to the Party."


It defined 'the height of ideology' and 'the height of loyalty' as 'the height of performance,' arguing that those who fail to produce proper performance cannot be said to be loyal to the Party. It also stated, "This year, the second year of the new five-year plan implementation, is now almost over," and "A cadre responsible for one sector or one unit must verify their party loyalty through performance."


In another article, it urged, "A cadre who supports the Party with resolute implementation power is a true loyalist," and "Any phenomena that go against the Party's sound work style, such as factionalism, bureaucratism, and corruption, which despise the people and infringe on their rights, must not be tolerated even a bit and must be decisively eliminated."


North Korea presented the five-year national economic development plan at the 8th Party Congress last year. As the year-end settlement of the second year approaches, it seems to be encouraging achievements in various fields daily. North Korea is reportedly suffering from a food shortage worse than during the 'Arduous March' period.
