Citizens Propose Ideas, Korea Chamber of Commerce and Industry and Ministry of Industry Respond Quickly
[Asia Economy Reporter Jeong Dong-hoon] The Korea Chamber of Commerce and Industry (KCCI) announced on the 9th that it will operate the online communication channel "Public-Private Policy Communication Platform" starting from the 10th, utilizing the communication platform between the Ministry of Trade, Industry and Energy and KCCI.
The Public-Private Policy Communication Platform is a communication space where anyone, including the public (businesspeople·civil society organizations, etc.), can freely propose, empathize, and discuss. It is an online public-private cooperation model led by the private sector and supported by the Ministry of Trade, Industry and Energy.
KCCI and the Ministry of Trade, Industry and Energy agreed on the need to activate an online communication channel where the public can easily participate in policies and propose opinions, and decided to operate it together.
Until now, KCCI has been operating the site since last year, but government support was necessary for substantive responses. The Ministry of Trade, Industry and Energy also needed a platform for close communication with the public. Through this collaboration, they plan to identify inconveniences felt by the public in daily life, find solutions from the demand-side perspective, and reflect them in policies under the ministry’s jurisdiction.
The proposal procedure is as follows: ▲ Public proposal → More than 200 public and businesspeople 'empathize' (within 1 month) → ▲ Collection of voting results from the public and businesspeople and submission of recommendations by KCCI → ▲ Transfer to the relevant department of the Ministry of Trade, Industry and Energy for review (within 1 week) → ▲ Delivery of review opinions to KCCI and posting of responses.
However, regarding the investment sector, opinions that can be publicly proposed as well as individual proposals through non-public channels are allowed. For non-public proposals, even if there is no empathy from more than 200 people within one month, urgent proposals can be reviewed immediately by the relevant department of the Ministry of Trade, Industry and Energy at KCCI’s discretion through a newly established fast track.
While the usual response period is typically 30 days, difficulties faced by companies and suggestions from the public proposed on the Public-Private Policy Communication Platform can receive responses from the relevant department of the Ministry of Trade, Industry and Energy within a maximum of one week. Currently, proposals can be made via PC and mobile web, but application services will be introduced in the future to enhance user convenience and strengthen the role as a communication channel.
A KCCI official stated, "This public-private cooperation model will enable the public and companies to convey voices from the field to the government more quickly," and added, "We expect that the KCCI communication platform will further expand its role as a bridge between the government and the private sector."
