[Asia Economy Reporter Jong-il Park] Dongdaemun-gu (Mayor Ilhyung Lee) has officially begun the process of establishing a redevelopment plan for Jeonnong 9 District's public redevelopment project, starting with the proposal for designation of the maintenance district and the draft maintenance plan by residents at the end of July.
As a follow-up measure, consultations with related departments will be completed by early October, followed by public viewing and residents' briefing sessions, as well as hearing opinions from the district council. The goal is to designate the maintenance district and finalize the maintenance plan in the first quarter of 2023, marking the official start of the maintenance district proposal process.
At the residents' briefing session scheduled for November 15, the draft maintenance plan will be explained to the residents of Jeonnong 9 District, and their opinions will be collected.
The district plans to proceed with the procedures considering residents' demands for the prompt advancement of the project.
Jeonnong 9 District had been a long-stalled project area since its designation as a maintenance scheduled district in 2004. However, after being selected as a candidate site for public redevelopment in 2021, it received active administrative support from Seoul City and Dongdaemun-gu. The district swiftly completed preliminary planning applications, advisory meetings, working group meetings, and preliminary planning residents' briefings, becoming the first among new public redevelopment candidate sites to complete preliminary planning in July. The public viewing is also progressing at a high level.
Mayor Ilhyung Lee stated, “We will promptly carry out the follow-up procedures for the designation of the maintenance district, aiming for designation in the first quarter of next year. Subsequently, we will support smooth progress through project implementation approval and management disposition approval, targeting groundbreaking in 2025 and completion and occupancy in 2028.”
Eunpyeong-gu (Mayor Mikyung Kim) announced the formation of a ‘Maintenance Project Advisory Group’ to actively incorporate residents' opinions in redevelopment and reconstruction projects.
The advisory group supports smooth and prompt project progress by mediating disputes arising during maintenance projects.
It provides guidance on various maintenance project methods, reflects local public opinion including residents, and offers advice on other necessary matters related to maintenance projects.
To apply for advisory services, consent from at least 10% of landowners or property owners in the target maintenance district is required. Upon receiving a consultation request for a development project, a review is conducted, and an advisory committee is formed within 30 days. The agenda and advisory members are then finalized, the advisory committee convened, and the results communicated to the applicant.
The advisory group is led by the Director of the Urban Construction Bureau and consists of 50 advisory members: 24 residents participating, 13 urban planning and architecture experts, 9 professionals including certified public accountants and lawyers, and 4 heads of relevant departments. Notably, the resident participation sector recruited Eunpyeong-gu residents to actively reflect local opinions.
In July, the district established a Rapid Support Center to facilitate swift handling of redevelopment and reconstruction projects and provide residents with pre-consulting tailored to local circumstances. The formation of this advisory group is expected to accelerate maintenance projects in collaboration with residents.
Mayor Mikyung Kim said, “We have created a channel to seek advice on various issues arising during maintenance projects. We will do our best to reflect residents' opinions more and ensure smooth and rapid support for maintenance projects.”
Gangseo-gu, Seoul (Mayor Taewoo Kim) held a meeting and plaque ceremony at 3 p.m. on the 4th for brokerage offices designated for reduced brokerage fees for youth.
The youth preferential brokerage fee reduction project is a program the district is conducting with the Korea Association of Realtors Gangseo Branch to help young tenants stabilize their housing and reduce economic burdens.
This project assists youth aged 19 to 34 in receiving up to a 50% reduction in brokerage fees when signing lease contracts with deposits of 75 million KRW or less. Currently, 55 real estate brokerage offices in Gangseo-gu are actively participating.
About 50 people attended the plaque ceremony, including Mayor Taewoo Kim, Kim Sung-ki, President of the Korea Association of Realtors Gangseo Branch, Lee Jong-shin, Delegate of the Korea Association of Realtors Seoul Southern Branch, Kim Sang-woo, Vice President of the Gangseo Branch, Kim Jin-duk, Chairman of the Gangseo Real Estate Cooperative, Joo Seo-hyun, Vice Chairman of the Gangseo Real Estate Cooperative, and Song Seung-hwan, Public Relations Officer of Gangseo-gu Office.
The district plans to encourage voluntary participation of local real estate brokerage offices and gradually expand the number of designated youth preferential brokerage fee reduction offices to over 100.
Mayor Kim said, “Despite the difficult real estate market conditions due to recent interest rate hikes, I sincerely thank the realtors who joined the brokerage fee reduction for young tenants to alleviate their economic burdens. Gangseo-gu will also actively strive to support housing stability for about 57,000 young households in the area.”
Meanwhile, the district recently launched a TF team to prevent damage from unstable housing situations such as ‘empty lease’ (Kkangtong Jeonse), intensifying crackdowns on violations of the Real Estate Brokerage Act. It also signed a business agreement with the Korea Association of Realtors Seoul Southern Branch Gangseo Branch to prevent lease fraud, promoting various projects to protect residents' valuable assets.

Seocho-gu (Mayor Seongsu Jeon) is promoting various support projects to revitalize apartment community culture.
In Seocho-gu, where apartments account for 63% of all housing, efforts at the district level to prevent conflicts and disputes among neighbors within apartments are highly demanded.
Accordingly, the district will hold ‘Ethics Education for Apartment Residents’ Representative Meetings’ at 2 p.m. on the 16th in the large auditorium on the 2nd floor of the district office to strengthen the capabilities and communication of apartment residents.
This education targets about 200 members of apartment residents’ representative meetings and will be held face-to-face for the first time in three years due to COVID-19.
The session will feature lecturer Ki-nam Lee from the Future Housing Culture Research Institute, covering topics such as ▲disputes among residents ▲latest amendments to the Apartment Housing Management Act ▲duties and ethics of residents’ representative meeting members ▲use of management fees and long-term repair reserves, providing practical knowledge for apartment management.
Before the education, the Seocho youth art team ‘Rock Dream’ will perform a fusion Korean traditional music show to foster neighborly communication. The Seocho Fire Station will also provide fire safety education, enriching the program and enhancing participant satisfaction.
Besides mandatory participants, any residents interested in apartment management can join. Those wishing to participate should apply by phone to the Housing Improvement Division of Seocho-gu Office by the 9th.
Meanwhile, the district is conducting various projects to promote communication among apartment neighbors, including ▲programs like yoga and ukulele ▲a community activation contest to mediate disputes and improve residential satisfaction ▲support for maintenance and repair costs of aging common facilities ▲support for joint electricity and water bills in permanent rental housing.
Mayor Seongsu Jeon said, “Through this ethics education for residents’ representative meetings, we will expand participation opportunities, increase understanding of apartments, prevent disputes among members in advance, and create a healthy community culture based on communication.”
