According to Syracuse local media and others, President Biden made these remarks while confirming Micron's $10 billion investment plan in Syracuse, New York, on the afternoon of the same day. This visit came just three weeks after Micron announced plans to establish a large semiconductor factory in Clay, New York.
President Biden said, "The former president (Donald Trump) made a series of broken promises in Wisconsin, Indiana, Ohio, and other states," adding, "We (the Democrats) have kept our promises. 'Made in America' is not just a slogan but a reality." He emphasized the details of Micron's $10 billion investment, calling it a "historic victory." He also evaluated, "When I took office, the economy was a mess," and "(Now) I am more optimistic about America's future than at any other time in my life."
This visit is interpreted as a move to emphasize the policy effects of the Biden administration's manufacturing investments and legislative achievements, including the Semiconductor Support Act, ahead of the November 8 midterm elections.
On the same day, President Biden highlighted economic achievements as the U.S. third-quarter Gross Domestic Product (GDP) recorded positive growth for the first time this year, openly criticizing the Republican Party's economic stance. Immediately after the Q3 GDP announcement, he issued a statement saying, "For months, pessimists have claimed that the U.S. economy is in a recession, and the Republicans have cheered them on," raising his voice, "But today, we have additional evidence that the economic recovery has continuing momentum." He also pointed out, "The Republicans want to cut taxes for wealthy Americans and large corporations, which will increase inflation and worsen the deficit," adding, "This failed economic vision is neither a way to give people breathing room nor to grow the economy."
Local media particularly noted that President Biden visited New York State before the election. In New York, the election landscape is proving tougher for the Democrats than expected due to the rise of Republican candidate Lee Zeldin, who is supported by former President Donald Trump. Considering that numerous legal indictments targeting President Trump are underway in New York State, if the Republicans take control, it will inevitably affect the 2024 presidential race. Recent polls show that the support rates for Democratic candidate Governor Kathy Hochul and Zeldin have narrowed to single digits. This suggests that President Biden aimed to bolster Governor Hochul.
