[Asia Economy Reporter Park Jong-il] Seocho-gu’s ‘Mobile Electronic Seizure Notice System,’ which remotely monitors not only illegally parked vehicles but also vehicles with outstanding fines while driving, is playing a significant role in increasing the collection of overdue taxes.
Seocho-gu (Mayor Jeon Seong-su) operated the mobile electronic seizure notice system for one year from September last year to August this year, resulting in the additional collection of 786 cases of automobile tax and fines, amounting to approximately 330 million KRW. This accounts for 20% of the total 2,958 cases and about 1.59 billion KRW collected in overdue automobile taxes and fines.
Seocho-gu developed this system nationwide for the first time in September last year to effectively collect overdue taxes amid difficulties in face-to-face collection activities due to COVID-19.
The system detects all vehicles with outstanding fines, including those in motion, using CCTV on patrol vehicles, whereas previously only illegally parked vehicles could have their license plates seized. Subsequently, a mobile electronic notice is sent in real-time to the vehicle owner’s mobile phone to guide payment before license plate seizure.
Taxpayers who receive the mobile electronic notice can conveniently pay via the Seoul tax payment app (STAX), bank transfer, or credit card without visiting the district office.
Seocho-gu has been recognized as a model case of next-generation smart administration, winning the Minister of the Interior and Safety Award at last year’s Local Finance Best Practice Presentation Contest.
An official from the district said, “This non-face-to-face smart administration breaks the stereotype that vehicles with outstanding fines cannot be seized while driving, discovering hidden tax sources and minimizing complaints by providing prior notice to taxpayers before forced seizure.”
Meanwhile, vehicles subject to license plate seizure for outstanding fines include those with two or more unpaid automobile tax installments, and those with a total of 300,000 KRW or more in fines related to illegal parking, bus lane violations, lack of mandatory insurance, or failure to undergo regular inspections.
Jeon Seong-su, Mayor of Seocho-gu, said, “We will continue to discover efficient methods for collecting overdue taxes and policies that enhance residents’ convenience, promoting fair and convenient tax administration.”
Dobong-gu (Mayor Oh Eon-seok), together with Seoul City, is continuously accepting applications from residents for electric vehicle charger installation sites.
Any resident wishing to install a charger can apply. By entering ‘electric vehicle charger’ in the search bar on the Seoul City website, applicants can review information such as charger types, installation site types, site selection criteria (exclusion targets), selection procedures, application overview, application requirements, and direct application links.
Installation sites considered include residential complexes, office facilities, and other community hubs with underground parking, power reception capacity (including power input routes), and facilities that are fully or partially accessible. If the applicant is not the site owner, consent from the owner is required; for apartments or other residential complexes, approval from the residents’ representative meeting is necessary before applying.
The supported charger types are determined based on the installation site type, considering electric vehicle user convenience. Rapid chargers are supported for public facilities, public parking lots, and highly accessible multi-use facilities, while slow and outlet-type chargers are supported for residential and office (commercial) facilities where vehicles can be parked and charged for extended periods.
The support scale is up to one rapid charger (100kW dual standard), up to 10 slow chargers, and outlet-type chargers accounting for about 2-5% of total parking spaces. Applicants can request the required number based on the number of parking spaces and electric vehicles.
Currently, Dobong-gu has a total of 169 locations with 717 chargers installed and operating (78 rapid chargers, 639 slow chargers). Detailed locations and information can be found on the Zero Emission Vehicle integrated website.
Oh Eon-seok, Mayor of Dobong-gu, said, “This electric vehicle charger installation support project is a customized support program where residents can directly find and apply for desired locations. We will proactively strive to supply various chargers in preparation for the growing demand in the electric vehicle era.”
Seodaemun-gu (Mayor Lee Seong-heon) announced on the 24th that its employee club ‘Seodaemun Sense(稅)ation’ team won first place nationwide and received the grand prize at the ‘2022 National Local Tax Research Club Competition’ hosted by the Korea Local Tax Research Institute.
The name ‘Sense(稅)ation’ implies that this club creates a sensation and becomes the center of local tax administration development.
The competition was held on the 20th of this month at the Korea Local Tax Research Institute in Yangjae-dong, Seoul. The ‘Seodaemun Sense(稅)ation’ team presented on ‘Rational Taxation System Improvement Measures for Two-Wheeled Vehicles.’
The proposal pointed out that although demand for expensive high-end leisure motorcycles is increasing, a low fixed automobile tax of 18,000 KRW is imposed, and it suggested reasonable improvement measures, receiving high praise.
Mayor Lee Seong-heon said, “I am pleased that the achievements of Seodaemun-gu’s local tax research club have been recognized, and I ask them to continue efforts to discover taxpayer convenience policies and improve systems.”
The local tax research projects selected at this competition, including ‘Two-Wheeled Vehicle Taxation Improvement Measures,’ will be submitted as system improvement proposals to relevant government ministries such as the Ministry of the Interior and Safety.
On the 21st, Gwangjin-gu (Mayor Kim Kyung-ho) held the ‘Jayang Traditional Market Signboard Ceremony and Eco-Friendly Market Transparent Management Declaration Ceremony’ at Jayang Traditional Market.
The event, hosted by Jayang Traditional Market (Chairman Park Sang-chul), was attended by Mayor Kim Kyung-ho, key guests, merchants, and about 50 local residents to celebrate the new start of Jayang Traditional Market.
The event began with the unveiling of a new signboard for Jayang Traditional Market, featuring seven-colored rainbow hues.
At the subsequent transparent management declaration ceremony, market merchants pledged to practice ESG (Environmental, Social and Corporate Governance) management, aiming to become a better market by focusing on environmental protection, social contribution, transparent management, digital transformation, and customer trust.
Eco-marks were also awarded to stores that encourage the use of personal containers and commit to eco-friendly practices. At the market’s Samgeori event site, a calligraphy performance was held under the theme ‘Jayang Traditional Market’s New Leap as an Eco-Friendly Market.’
Additionally, an eco-friendly event allowing customers to exchange used clothing was organized, receiving positive responses from visitors.

Dongdaemun-gu (Mayor Lee Pil-hyung) will introduce an automatic warning call system, known as the ‘Daepo Killer,’ starting this November to eradicate illegal advertisements.
The automatic warning call system continuously calls the phone numbers listed on illegal advertisements at intervals of 20, 10, and 5 minutes, keeping the line busy. If the recipient answers, a warning message informs them that they are violating the Outdoor Advertising Act and subject to administrative sanctions, encouraging voluntary cessation of the activity.
The district has secured 100 outgoing numbers to change the caller ID each time in case illegal advertisers block the numbers.
Currently, Seoul City applies the automatic warning call system only to illegal loan businesses and obscene advertisements, but Dongdaemun-gu is expanding the target to all illegal floating advertisements, drawing attention.
Lee Chang-il, Director of the Construction Management Division, said, “By introducing the automatic warning call system to eradicate illegal advertising, we aim to create a clean and pleasant Dongdaemun-gu.
