Ryukyung-gi, Jungnang-gu Mayor, Confirms 125 Pledges for the 8th Term of Local Government


[Asia Economy Reporter Park Jong-il] Ryu Kyung-gi, Mayor of Jungnang-gu, has finalized 125 pledge projects that have been concretized together with residents over 100 days since the inauguration of the 8th local government and is set to begin full-scale implementation.


Since the launch of the 8th local government, Jungnang-gu has reviewed the pledges through preliminary reviews by the responsible departments, focused reviews of major pledge projects, and pledge reporting sessions. Subsequently, the district held ‘Happy Jungnang Vision Committee,’ ‘Jungnang Vision Roundtable,’ and ‘Jungnang Masil,’ where residents directly participated to explain the pledges and collect opinions.


In particular, the Jungnang Vision Roundtable was a time for residents from all walks of life to gather, share policy ideas by sector, and exchange opinions. It was held on the 4th with 140 residents participating. The policy ideas proposed at this meeting were actively reflected in the pledge projects.


The 125 pledge projects established jointly by the district and residents for the 8th local government are categorized into seven major areas: ▲Hopeful Future Education City Jungnang ▲Vibrant Economy Jungnang ▲Urban Development to Foster Growth Engines ▲Swift and Certain Residential Environment Improvement ▲Culture Jungnang Enjoyed by All ▲Warm Welfare Jungnang Together ▲Communication and Participation Governance Jungnang.


Major projects include the construction of the 2nd Bang Jeong-hwan Education Support Center and an Astronomy Science Museum, the creation of a Fashion Sewing Industry Cluster, the construction of Myeonmok Administrative Complex Town, and the early opening of the Myeonmok Line light rail.


Additionally, lifestyle-oriented projects that residents of all ages can feel, from infants to the elderly, such as expanding warm postpartum care services and customized health management projects for seniors, have also been selected.


The district plans to invest a total of 13.6772 trillion KRW, including 451.7 billion KRW from the district budget, during the 8th local government term to realize the pledge projects.


The finalized pledges will have detailed implementation plans established by November and will be disclosed on the Jungnang-gu Office website after approval by the ‘Resident Pledge Evaluation Group.’ This group consists of 35 residents aged 18 and over and plays a practical advisory role in establishing implementation plans and monitoring the pledge project execution process.


Furthermore, to ensure smooth implementation and keep promises to residents, annual pledge review reporting sessions will be held, and communication channels such as Jungnang Masil will be operated to evaluate and monitor the pledge implementation process.

We will do our best to fulfill the pledges made to residents and let the flowers of education, economy, housing development, culture, and welfare bloom.”

Dongdaemun-gu (Mayor Lee Pil-hyung) is working to improve organizational culture and spread a culture of integrity through various integrity policies.


The district is actively implementing integrity initiatives such as ‘You and My Integrity Day’ and integrity campaigns with the local community, and plans to conduct fundamental integrity education including integrity training for senior officials and an Integrity + Healing Camp.


‘You and My Integrity Day’ is held for three days at the beginning of each month. The district produces an integrity newsletter and includes some of its content as integrity quizzes for all employees to participate in. Additionally, integrity slogans selected through monthly employee contests are made into banners and placed throughout the district office to create an integrity-focused atmosphere during commutes.


To promote an image of integrity in the local community, Dongdaemun-gu and the Eastern Education Support Office held an integrity campaign at Cheongnyangni Station Square at 3 p.m. on the 5th. About 20 members from Dongdaemun-gu Office and the Eastern Education Support Office wore placards and sashes expressing their commitment to integrity and promoted the Anti-Graft Act, whistleblower protection system, and conflict of interest prevention law to customers and residents using Cheongnyangni Station.


Face-to-face integrity policies, which had been neglected due to COVID-19, will also be actively promoted. On the 17th, integrity education will be conducted for senior officials at grade 5 and above by inviting Park Yeon-jeong, a professional integrity education instructor. The education will focus on easy-to-understand case studies to strengthen job competencies and cultivate ethical leadership required as institutional leaders.


From the 27th to 28th, a 1-night, 2-day Integrity + Healing Camp will be held at the Dasan Integrity Training Center in Gangjin. The participants will be about 40 new employees in the second half of this year and staff responsible for corruption-vulnerable areas. On the first day, they will visit Dasan Chodang and Baekryeonsa Temple to learn about the thoughts and public service views of Dasan Jeong Yak-yong. On the second day, they will experience healing programs to relieve work stress, including walking the coastal path of Gaudo Island, zip track experience, visiting the Korean Folk Painting Museum, and folk painting coloring experience.


Ha Kwang-tae, Audit Officer, said, “We are planning various measures to make integrity a familiar concept to all employees. We will promote not only more professional and practical basic education but also integrity policies that employees want to participate in.”

Seodaemun-gu (Mayor Lee Seong-heon) announced on the 13th that it recently installed a ‘Solar-Powered LED Streetlight No-Smoking Guidance System’ in front of Sinchon Severance Hospital and at the Neunadeuli Rest Area in Bukahyeon-dong to create a clean smoke-free environment free from tobacco smoke and secondhand smoke damage.


This facility operates automatically through solar charging and a timer without a separate power supply, and its feature is that it emits light at night, making it more visible.


Additionally, the LED display board shows notices 24 hours a day about the no-smoking area boundaries, smoking fine imposition criteria, smoking cessation and moderation, no-smoking parks, and secondhand smoke damage, while also functioning as a streetlight illuminating the surroundings.


Lee Seong-heon, Mayor of Seodaemun-gu, said, “We hope this system will help prevent secondhand smoke damage and promote smoking cessation. We will actively expand smoking cessation support and smoke-free environment creation projects to reduce the smoking rate among residents.”


As part of the ‘Making a Healthy Seodaemun-gu’ initiative, the district is conducting various smoking cessation projects throughout the year, including smoking prevention education, youth smoking cessation programs, smoking cessation clinics, smoking cessation campaigns, and inspections of no-smoking zones in public facilities.
