Application for Economic Free Zone Designation to Gyeonggi Province in October

[Asia Economy Reporter Ra Young-chul] Lee Dong-hwan, mayor of Goyang City, stated, "We will create a business-friendly environment where corporate attraction, startups, and investment are active, and foster advanced industries such as ICT, bio-medical precision, semiconductors, and cultural contents."
At a press conference marking 100 days since his inauguration as the 8th elected mayor of Goyang on the 6th, Mayor Lee emphasized, "Based on fairness and common sense, innovation and harmony, we will build a city that integrates citizen communication, administration focused on safety, stability, and reassurance (the three 'An's), customized and rational welfare, a transportation hub with comprehensive connectivity, and a fusion of advanced industries and culture."
In particular, he anticipated that the designation of an economic free zone would break through the three major regulations that suppress the creation of industrial infrastructure: the Capital Region Readjustment Planning Act, greenbelt areas, and military protection zones, thereby opening a breakthrough for corporate attraction and securing growth engines.
He also expected positive effects on major projects such as Goyang Ilsan Techno Valley, CJ Live City, Goyang Broadcasting and Video Valley, KINTEX Exhibition Hall 3, securing self-sufficient land in Changneung New Town, and the development of Daegok Station area.
The city plans to apply to Gyeonggi Province this month for designation as an economic free zone and will challenge the first round of candidate site selection. If selected as a candidate site by Gyeonggi Province, the Ministry of Trade, Industry and Energy will subsequently review the designation of the economic free zone.
Additionally, the city will establish a bio-precision medical cluster by linking local general hospitals and other bio-industry infrastructure, workforce, and Goyang Ilsan Techno Valley.
Since May, the Gyeonggi Housing and Urban Corporation (GH) has been conducting a project to establish an activation strategy for Goyang Ilsan Techno Valley, and from this month, basic planning and feasibility study projects for the establishment of the precision medical cluster will commence.
In the second half of 2024, land sales in Goyang Ilsan Techno Valley are scheduled to begin to attract companies.
The city will accelerate reconstruction and remodeling in Ilsan New Town and redevelopment projects in the old downtown area. In January next year, it will conduct a revision project for the '2030 Urban and Residential Environment Maintenance Basic Plan,' and in May, it will promote resident-tailored reconstruction through contests such as the reconstruction leading complex support project.
By 2026, 51 urban forests utilizing leftover spaces will be created, and plans include distributing 26,000 eco-friendly vehicles and installing 1,000 rapid chargers.
To create a convenient commuting environment, the city will start a 'Goyang City Metropolitan Railway Expansion Plan Study' next year, while preparing plans for the extension of the Shinbundang Line to Ilsan, express services on Line 3, and express services on Line 9 extended to Daegok. These will be reflected in the '5th National Railway Network Construction Plan' scheduled for 2024.
For the construction of an underground highway from Jayuro to Gangbyeonbuk-ro, the city plans to establish a master plan linking the Ministry of Land, Infrastructure and Transport’s highway private investment project with Seoul’s Gangbyeonbuk-ro and Gyeongbu arterial road underground projects in Gwangjin-gu.
In December, the Korea Development Institute (KDI) is expected to announce the feasibility results for the Ministry of Land, Infrastructure and Transport’s highway private investment project section from Yangjae (Cheonggyecheon JCT) to Goyang (Namgoyang IC), and the city will prepare measures reflecting the project review results.
In the welfare sector, the city will establish the 'Goyang Citizen Welfare Foundation,' which oversees welfare policy development and support for vulnerable groups, to build a social safety net protecting socially disadvantaged people. It will also promote the establishment of special-purpose high schools such as science high schools to create a foundation for nurturing talent.
Furthermore, in connection with Goyang Broadcasting and Video Valley and CJ Live City, the city will operate programs supporting performance content and artist development, and develop historical heritage sites such as Haengjusanseong Fortress into representative tourist attractions by combining cultural contents with new technologies.
Mayor Lee Dong-hwan emphasized, "The 1.08 million special-status citizens of Goyang are the power to change Goyang’s future," and said, "We will realize an economic special-status city of change and innovation and build a foundation for a self-sufficient city."
