[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Lee Pil-hyung) will issue a corrective order on October 4 to the Dail Welfare Foundation (CEO Choi Il-do), which operates the free meal service 'Bappero' next to Dapsimni Underpass, regarding the unauthorized building.


Additionally, if the building is not demolished within the corrective order period, the district is actively considering administrative measures such as imposing a construction compliance penalty.


Regarding the unauthorized extension construction of 'Bappero' on city-owned land, which has been a source of conflict since July last year, the landowner Seoul City announced in March that under a dramatic agreement with Bappero, it would proceed with legalization procedures by confirming land use permission on the condition of donation after building completion.


Accordingly, Bappero applied for a building permit to demolish all existing buildings, including the unauthorized extension on city-owned land, and rebuild. Dongdaemun-gu, the building permit authority, granted the permit considering the aging condition of the existing buildings.


However, contrary to the permit application, Bappero is currently forcibly continuing unauthorized extensions on two three-story buildings without demolishing the existing buildings.


Dongdaemun-gu announced it will respond firmly to ensure that the Dail Welfare Foundation can legally construct as originally applied for, to secure the safety of citizens using Bappero and to create a pleasant residential environment for nearby residents.

The public redevelopment project for Sinseol 1 District in Dongdaemun-gu (Mayor Lee Pil-hyung) officially entered the planning stage starting with the proposal for the maintenance plan at the end of July.


The Sinseol 1 District public redevelopment project completed interdepartmental consultations in early September, began public inspection for residents on the 22nd, and held a residents' briefing session on the 27th. The public inspection will continue until October 24. The district plans to actively proceed with the maintenance plan proposal process, including hearing opinions from the district council, aiming to decide on the maintenance plan changes within the year.


Sinseol 1 District, designated as a maintenance area in 2008, had been a long-stalled project area. However, it was selected as a public redevelopment candidate site in January last year, secured a 69.5% resident consent rate within six months, designated LH as the project implementer, and completed preliminary planning for public redevelopment for the first time at the end of July.


About 40 residents attended the residents' briefing session held on the 27th, where explanations about the maintenance plan changes (draft) were provided. Following this, a Q&A session was held to listen to residents' opinions. A district official stated that they plan to actively accept residents' demands such as prompt project promotion.


The district plans to swiftly proceed with follow-up procedures after the maintenance plan proposal application, aiming to be the first among existing public redevelopment candidate sites to be designated as a maintenance area within the year, obtain project implementation approval and management disposition approval next year, start construction in 2025, and complete and move in by 2028.


Choi Tae-hoon, head of the Housing Maintenance Division, said, “Residents who attended the briefing session provided various opinions. We will reflect the feedback well and quickly proceed with the remaining procedures to meet residents' expectations.”
