[Asia Economy Reporter Park Jong-il] Moon Heon-il, Mayor of Guro District, announced his achievements and future plans ahead of his 100th day in office on October 8.


Mayor Moon, who took office as the elected 8th-term mayor of Guro District on July 1, said, “The past 100 days have been a valuable time to understand overall tasks, review major issues and projects, and design the future of Guro District.”


Key achievements during the first 100 days include ▲confirmation of the 8th-term slogan ▲finalization of 6 major areas, 23 tasks, and 75 individual pledge projects ▲preparation of supplementary budget ▲visits to 16 neighborhoods ▲full support for recovery from heavy rain damage ▲safety inspections of disaster-vulnerable areas in preparation for Typhoon ‘Hinnamnor’ ▲support for disaster relief funds for low-income groups ▲visits to traditional markets and social welfare facilities during the Chuseok holiday ▲strengthening communication with employees and fostering a horizontal organizational culture.


First, a new vision and goal to realize the district administration philosophy and core values were set as ‘Warm Companionship, Changing Guro,’ and 6 major areas, 23 tasks, and 75 individual projects were finalized as the 8th-term pledge projects.


To support small business owners and disaster prevention, a supplementary budget of 53.2 billion KRW was prepared, and in January next year, a bold organizational restructuring will be implemented to fully launch district administration operations. A ‘Redevelopment and Reconstruction Project Promotion Support Group’ involving administrative agencies, experts, and residents will be established to renovate old and substandard housing into new housing within a short period.


Efforts are also being made to reduce unnecessary protocol and increase communication with employees to create a horizontal organizational culture.


Field-centered work that seeks answers on-site also shone.


Mayor Moon visited heavy rain damage sites several times to comfort affected residents, listen to their difficulties, and swiftly responded to flood damage recovery by improving floodgate operation management, installing electronic signboards at rainwater pumping stations, providing emergency temporary housing for flood victims, and supporting special guarantees and emergency repair costs for small and medium-sized enterprises and small business owners affected by wind and flood damage. In response to the northward approach of Typhoon ‘Hinnamnor,’ scheduled events were changed to conduct safety inspections of disaster-vulnerable areas.


The visits to 16 neighborhoods, which lasted about three weeks, concluded on the 21st of last month. Conducted in a format where Mayor Moon directly responded to residents’ grievances and difficulties with the aim of “approaching residents as sincerely as possible,” over 120 issues raised during the visits will be reviewed and reflected in district administration.


The Guro-style warm companionship to create a society where everyone is happy has also begun.


Disaster relief funds of 200,000 KRW per person were provided to low-income vulnerable groups whose livelihoods and health have been threatened by the prolonged COVID-19 pandemic, and during the Chuseok holiday, warm consolation and encouragement were delivered by visiting traditional markets and social welfare facilities. The ‘Guro G Festival,’ held face-to-face for the first time in three years, was also successfully conducted.


Mayor Moon decided to forgo a separate commemorative event for the 100th day in office and instead hold a press conference with local media on October 5.


Moon Heon-il, Mayor of Guro District, said, “We have fully prepared for the operation of the 8th-term district administration, including strategy formulation and system organization, so the real start is from now on,” adding, “We will do our utmost to solve redevelopment and reconstruction issues desired by residents and lay the foundation for a high-tech industrial city centered on G-Valley.” He continued, “With the determination I had on my first day in office, I will work with residents every day to bring about new changes in Guro District.”

Gangseo District, Seoul (Mayor Kim Tae-woo) is gathering creative ideas from residents for a happy companionship with socially vulnerable groups.


The district announced that it will hold a ‘Social Welfare System Improvement Proposal Contest’ to enhance satisfaction with welfare services.


Gangseo District is one of the areas in Seoul with the highest welfare demand, with over 30,000 basic livelihood security recipients, accounting for 5.4% of the total population.


Accordingly, the district prepared this contest to discover areas needing improvement in welfare work sites, respond swiftly to the changing welfare environment, and provide high-quality welfare services.


The contest covers ▲improvement of unreasonable guidelines and systems ▲system improvements ▲budget savings ▲creative project proposals, and all matters related to social welfare.

Participants can submit creative ideas or improvements related to all fields of social welfare, including low-income groups, infants, the elderly, disabled persons, and housing.


Applications are accepted until October 7, and anyone interested in welfare administration in Gangseo District or social welfare workers can participate.


Applicants can fill out the application form available on the Gangseo District Office website (homepage) under Notices/News and submit it via email or scan the QR code to fill out the Google Form directly.


The district will review the proposed projects for efficiency, effectiveness, and feasibility, select excellent proposals, and actively recommend them to central government agencies for implementation.


Selected proposals will also be judged alongside all excellent proposals from the ‘Gangseo District Proposal System’ at the end of the year and awarded.


Mayor Kim Tae-woo said, “Through this contest, we will re-examine existing welfare systems and discover policies that can practically help socially vulnerable groups,” adding, “We will create a warm city Gangseo that always walks with socially vulnerable people so that neighbors in need are not left out amid Gangseo’s development.” For inquiries, contact the Gangseo District Office Life Security Division.

Seodaemun District (Mayor Lee Sung-heon) supported bus and village bus companies with quarantine supplies and inspected their operations to create a safe and pleasant public transportation environment for citizens.


On the 29th, at the auditorium on the 2nd floor of Hong Eun 2-dong Community Center, a delivery ceremony was held with representatives from three bus companies and nine village bus companies in the area, providing 225,000 masks, 100 thermometers, 150 spray disinfectants, and hand sanitizers.


At the following meeting, Mayor Lee Sung-heon listened to the difficulties of transportation workers and shared opinions on fostering a proper traffic culture.


Mayor Lee also participated in an on-site inspection of village bus operations that day, checking the sensors on low-floor bus exit doors and the condition of lifts for transportation-vulnerable people, while encouraging the officials.


From that day until October 14, the district will jointly visit the garages of nine companies with the Village Bus Association to inspect 93 buses.


They will check exit door safety devices, low-floor bus ramps, fire extinguishers, anti-slip devices, operation of breathalyzers for transportation workers, management of breathalyzer logs, and cleanliness inside and outside the buses.


Minor issues found during the inspection will be addressed on-site, and violations of regulations will be ordered to be corrected. If not corrected, administrative measures will be taken.


Lee Sung-heon, Mayor of Seodaemun District, said, “To ensure citizens can use public transportation with peace of mind, we will carefully inspect even the smallest details of buses through biannual operation inspections every year.”
