[Asia Economy Reporter Park Jong-il] On the afternoon of the 28th, Choi Ho-kwon, Mayor of Yeongdeungpo District, encouraged the awardees at the ‘29th Yeongdeungpo Citizen Awards Ceremony’ held at the YDP Future Lifelong Learning Center.


On this day, held in celebration of Citizen’s Day, awards were presented to 16 individuals and groups selected as this year’s recipients in eight categories including filial piety, volunteer work, and community contribution.


Mayor Choi Ho-kwon said, “I thank the Yeongdeungpo Citizen Award recipients who have set an example in the community by taking the lead in the development of district administration and harmony among residents,” adding, “We will continue to do our best to create a future city of Yeongdeungpo full of hope and happiness together with the citizens.”

Gwangjin District (Mayor Kim Kyung-ho) was selected as an Excellent Institution (Best HRD-Human Resources Developer) in the ‘2022 Public Sector Human Resource Development Evaluation’.


Accordingly, on the 28th, the district attended the ‘Public Sector Human Resource Development Excellent Institution Certification’ award ceremony held at the main auditorium of the Research Support Building in the Sejong National Research Complex and received a certificate and plaque.


Hosted by the Ministry of Education and the Ministry of Personnel Management and organized by the Korea Research Institute for Vocational Education and Training, the ‘Human Resource Development Excellent Institution Certification System’ is a government certification system granted to public and public-private institutions that demonstrate excellence in human resource management and development efforts, such as competency-based recruitment and management and continuous training provision.


The evaluation is conducted based on a total of 37 indicators in two areas: ‘Human Resource Management (HRM)’ and ‘Human Resource Development (HRD).’ If the final score, combining document review and on-site evaluation, exceeds the standard, the institution is selected as excellent after committee review.


Since first being certified as an excellent institution in 2016, Gwangjin District has continuously strived for fair personnel management and employee self-development and competency enhancement, resulting in re-certification this year. With this re-certification, the district can use the ‘Best HRD’ certification logo for three years and is exempted from regular labor inspections by the Ministry of Employment and Labor.


In particular, Gwangjin District received excellent evaluations in the ‘Practical Officer Position Review System.’ The district assigns suitable duties to Grade 6 employees (practical officers) without team leader positions through continuous job analysis and appoints team leader positions based on job performance and multi-faceted evaluations.


Additionally, ‘fair personnel management’ practices such as ▲reasonable promotion based on work performance ▲transfer reflecting employee opinions ▲talent recommendation system ▲grievance review committee ▲employee surveys ▲job placement using aptitude tests contributed to the high evaluation scores.


Moreover, the district provides customized training and education annually through a learning management system and competency diagnosis for employee self-development, operates the Gwangjin Cyber Training Center offering reading correspondence courses to enhance humanities literacy, and various job and competency education.


Kim Kyung-ho, Mayor of Gwangjin District, said, “We will continue to strive to create a work environment where employees want to work through fair personnel management that considers professionalism and individual competencies.”

On the afternoon of the 28th, Lee Ki-jae, Mayor of Yangcheon District, attended the ‘Happiness Grows When Shared: Love Donation Sharing Box Delivery Ceremony’ held at the district office main gate and delivered goods worth 22 million won collected through the ‘Donation Sharing Campaign’ over the past month to the Yangcheon Food Bank & Market Center together with residents and staff.


This campaign (August 29 to September 27), which collects food and daily necessities from households to deliver to neighbors in need, saw participation from many residents through all Yangcheon District employees, community service centers, public and private daycare centers, and welfare centers. This year, Mok 1-dong and Sinjeong 7-dong were selected as key base institutions, with additional donation sharing boxes produced and distributed, and nine new private daycare centers and welfare centers joined, adding significance.


The donated items, gathered with warm hearts, will be inspected and sorted at the Yangcheon Food Bank & Market Center and carefully delivered to neighbors in need.


Mayor Lee Ki-jae of Yangcheon District said, “I sincerely thank the residents, organizations, and companies who participate in sharing activities for neighbors every year without fail, and we will continue to work to activate a culture of daily donations in the local community.”

On the afternoon of the 28th at 4 p.m., Park Kang-soo, Mayor of Mapo District, attended the 25th Anniversary Ceremony and Poetry Recital of the Mapo Cultural Center.


The event marked the 25th anniversary of the Mapo Cultural Center’s opening and included a commemorative ceremony and the 114th Samgae Poetry Recital. The recital began with a special poetry reading by Kwon Young-sook, Chairperson of the Administrative and Construction Committee of the Mapo District Council, followed by poetry readings by poet Hong Geum-ja and residents.


In his greeting, Mayor Park Kang-soo said, “I hope the Mapo Cultural Center, which has contributed to the inheritance and development of our local traditional culture, will continue to serve as a catalyst for culture and arts and meet the cultural needs of residents.”
