[Asia Economy Reporter Lim Cheol-young] Seoul City announced on the 29th that it has newly selected 51 Seoul-type Small Giants. ‘Seoul-type Small Giants’ are companies with organizational cultures that young people want to work in, such as flexible working systems, self-development support, horizontal organizational culture, and a child-friendly environment, as well as corporate cultures where work and life are balanced.


This year, to select companies with organizational cultures preferred by young people, the evaluation weight of the ‘job quality’ category was increased, on-site inspections were conducted to check the working environment, and employee interviews were conducted to closely examine items such as ?childcare support system operation ?welfare space and welfare system operation ?use of flexible working systems.


Seoul City provides companies selected as Seoul-type Small Giants with a ‘working environment improvement fund’ of up to 15 million KRW per person, supporting up to three people per company, which can be used to improve welfare when hiring regular employees residing in Seoul. In addition, it supports the labor costs of young interns replacing employees on parental leave for up to 23 months and provides education, advice, counseling, and consultation to selected companies to spread child-friendly and work-life balance organizational cultures.


The working environment improvement fund can be used for welfare expenses such as installing or improving childcare facilities, enhancing rest and convenience facilities, marriage and childbirth congratulatory money, and self-development expenses. It can also be used for purposes such as ‘organizational adaptation training’ for new employees and ‘horizontal and gender-equal organizational culture workshops (training sessions).’ By utilizing the youth intern system, it improves work handover efficiency through joint work before and after parental leave and helps create an organizational culture where both male and female employees can use flexible working hours and maternity protection leave for childcare without burden.


To create a child-friendly and work-life balanced corporate culture preferred by young people, Seoul City collaborates with the Seoul Foundation of Women and Family to provide customized consulting where experts visit workplaces directly. A survey diagnosing the level of child-friendly and work-life balance in companies is conducted in advance for newly selected Small Giants, and based on this, work-life balance counselors visit companies to provide customized consulting according to their level.


Meanwhile, Seoul City operates a dedicated recruitment center for Seoul-type Small Giants in cooperation with private employment portals to support youth employment. This serves as a channel to attract excellent young talents who want to work in solid and growth-potential Small Giants. In addition, through a dedicated loan product for Seoul-type Small Giants, companies receive a preferential loan interest rate of 0.5% for up to 3 billion KRW per company, and a 70% discount on broadcasting advertising costs such as terrestrial television and radio is also supported to improve awareness and corporate recognition of Small Giants.


Kim Young-hwan, Director of Economic Job Planning at Seoul City, said, “The new selection of Seoul-type Small Giants focused on discovering and supporting small and medium-sized enterprises where parents and young people can work happily and stably.” He added, “We will continue to support the rooting of child-friendly and work-life balance corporate cultures in SMEs and the continuous creation of quality youth jobs.”
