Dongdaemun-gu Selected as Excellent Administrative Agency for Actively Assisting 114 Shared Owners in Exercising Property Rights
[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) is taking the lead in reducing fine dust through the ‘Motorcycle Periodic Inspection Notification Mobile Service,’ the first of its kind implemented by a Seoul autonomous district.
According to statistics released by the Ministry of Environment, the exhaust emissions from motorcycles are five times higher than those from regular cars, and hydrocarbons and nitrogen oxides?major contributors to fine dust and ozone formation?were detected at levels up to 10,000 times higher.
Accordingly, in the past, only large motorcycles exceeding 260cc were subject to periodic inspections, but since 2021, the scope has expanded to include medium and small motorcycles between 50cc and 260cc manufactured after January 1, 2018. Failure to undergo the inspection within the designated period may result in a fine of up to 200,000 KRW.
Local governments typically send periodic inspection notices to the registered address, but many motorcycle owners missed the inspection period because they did not check the mail in time.
To improve this, the district launched the periodic inspection notification mobile service in October 2021. The mobile service sends two KakaoTalk messages to the registered phone number of the motorcycle owner, informing them about the inspection application period, inspection institutions, and how to extend the inspection period, ensuring they can complete the inspection on time.
From October 2021 to August 2022, the implementation of the mobile service increased the inspection rate and reduced fines for non-compliance by more than 25%. Additionally, the number of issued reminders and notices decreased, saving on registered mail costs and reducing paper usage, thereby contributing to greenhouse gas reduction.
The mobile service messages are sent only to owners who have registered their phone numbers when registering their motorcycles, so to receive the service, owners must verify that their phone numbers are accurately registered.
Mayor Park Jun-hee stated, “The motorcycle periodic inspection mobile service has improved the inspection rate and brought us one step closer to creating a clean green environment. We will continue to actively improve administrative information delivery through various system enhancements to promptly and accurately address civil complaints.”

Dongdaemun-gu (Mayor Lee Pil-hyung) achieved the distinction of being selected as an ‘Excellent Institution’ in the ‘2022 First Half Local Government Performance Review’ conducted by the Ministry of the Interior and Safety.
The Ministry of the Interior and Safety evaluated the proactive administrative performance of 243 local governments (17 metropolitan and 226 basic local governments) from January to June. The evaluation included a first round assessing the number of proactive administration committee agenda items processed, pre-consultations, incentives granted to proactive public officials, and the number of excellent cases and promotions of proactive administration; and a second round qualitative evaluation by the ‘Performance Review Panel.’ One metropolitan and six basic local governments were selected as excellent local governments.
Notably, Dongdaemun-gu was the only Seoul district selected as an excellent institution in this evaluation.
With the goal of ‘establishing a culture of proactive administration that residents can feel in their daily lives,’ Dongdaemun-gu, which leads proactive administration in public service culture, received high praise for the project titled ‘Resolving a Long-standing Wish by Exercising Property Rights for 114 Owners of Yongdu Market after 50 Years.’
The district organized the cadastral records of nine land parcels in Yongdu-dong, Dongdaemun-gu, Seoul, where property rights had been virtually impossible to exercise for over 50 years due to joint ownership by 114 people. Over a period of two years and nine months, the district analyzed the rights of owners without resident registration numbers, investigated stakeholders, and confirmed ownership shares of the owners. After surveying and appraisal procedures, the registration was finalized on March 14.
Additionally, the district has selected and is promoting five key proactive administration projects: ▲Negotiated purchase of private roads in Jegi-dong ▲Establishment of neighborhood care centers without blind spots in care ▲Shortening the processing period for real estate agency office registration ▲Safety inspections of vacant houses and buildings ▲Installation of heated and cooling seats at roadside bus stops.
Mayor Lee Pil-hyung of Dongdaemun-gu stated, “We will actively support swift and bold decision-making by public officials by giving preferential treatment in personnel, encouraging suggestions, and activating exemption systems for proactive public servants. We will do our best to bring about real change in the public service community and establish a culture of proactive administration that residents can feel in their daily lives.”
