Seoul City Advances Customized 'Digital Platform Seoul' Construction... Data and AI-Based Administration Takes Off

On the 26th, Seoul City announced that it will promote the establishment of ‘Digital Platform Seoul,’ which proactively provides customized services essential to each citizen through data and artificial intelligence (AI)-based predictive administration. Since March this year, the city has formed an internal task force (TF) team and, through six meetings and seven expert advisory meetings, discussed the direction for building Digital Platform Seoul, preliminary tasks and considerations, technology trends, service targets and scope, and the central government’s progress.


‘Digital Platform Seoul’ is an integrated management system that connects administrative information scattered across various sectors of Seoul City. By adding AI technology to accumulated administrative and private data, it proactively identifies and guides public services needed by each target individual so they can apply in advance. This is an evolved method beyond simple notification services for interest information pre-registered by users. Through data linkage by sector and between institutions, the documents required for service applications can be minimized, enabling document-free and visit-free civil service processing.


The main services of ‘Digital Platform Seoul’ are ▲integrated provision of all information about Seoul in one place ▲resolution of all civil complaints and public services in one place ▲automatic provision of services tailored to me in one place.


Seoul City will establish an Information Strategy Plan (ISP) for building ‘Digital Platform Seoul.’ It plans to analyze the current system, design the service plan, and prepare phased implementation plans and mid- to long-term development measures. The budget for establishing the ISP for Digital Platform Seoul will be secured through this year’s supplementary budget and will be promoted over six months starting in October.


However, since data sharing with the central government, data standardization, and legal improvements for personal information collection and use will take time, the city plans to gradually proceed while maintaining a cooperative system linked with the government’s ‘Digital Platform Government phased implementation roadmap.’


Lee Hye-kyung, Seoul City’s Director of Digital Policy, said, “Although there are many preliminary tasks for building Digital Platform Seoul, we intend to first discover and provide personalized public services starting with specialized fields that Seoul City can prioritize, such as youth. We will integrate administrative information from various sectors of Seoul City to develop and support public services that citizens can feel, and strive to ensure the successful promotion of Digital Platform Seoul.”
