According to reports, the Russian Ministry of Defense announced via Telegram on the same day that Army General and Deputy Defense Minister Dmitry Bulgakov has been dismissed. Lieutenant General Mikhail Mizintsev, commander of the Defense Management Center under the General Staff, was appointed as the new deputy minister.
This personnel change is interpreted as holding the military leadership accountable for the setbacks on various fronts, including the withdrawal of Russian troops from Kharkiv Oblast following the recent Ukrainian army's northeastern recovery operations.
Before launching a large-scale territorial recovery operation, the Ukrainian forces continuously attacked Russian supply routes. As a result, the Russian army's supply system suffered significant disruptions, leading to an inability to withstand the Ukrainian offensive, according to analyses.
Deputy Minister Bulgakov had been responsible for military supplies procurement since the early stages of the invasion of Ukraine. The newly appointed Deputy Minister Mizintsev is reported to have overseen Russia's siege operation of Mariupol.
