Seoul City Eases Floor Area Ratio Proportionate to Public Interest... Remodeling Guidelines Reorganized

[Asia Economy Reporter Kim Hyemin] From now on, apartments in Seoul will have relaxed floor area ratio regulations if they secure additional community-open auxiliary welfare facilities during remodeling or install and share electric vehicle charging facilities.


On the 21st, Seoul City held the 10th Urban Planning Committee meeting and announced on the 22nd that it had amended and approved the revision of the "Seoul Metropolitan City Apartment Remodeling Basic Plan." This is a statutory plan that will serve as a guideline for future apartment remodeling in Seoul, reestablished to reflect social and institutional changes since its first establishment in 2016.


First, considering that the target year of this plan is 2030, the name was changed from (2025 → 2030 Seoul Metropolitan City Apartment Remodeling Basic Plan). Also, while maintaining the public implementation direction of the "Remodeling Operation Standards," which is a measure to secure public interest, the policy was revised to allow easier adjustment of the permitted increase in floor area ratio after a certain period of operation.


Specifically, reflecting past policy changes, the plan aims to secure sufficient resident community facilities within complexes and share them with the local community while promoting eco-friendly architectural design. Floor area ratio will be relaxed when community facilities such as removing fences, Kiwoom Centers, and children's playgrounds are additionally secured and shared with the local area. The same applies when eco-friendly policies such as installing and sharing Zero Energy Buildings (ZEB), electric vehicle charging facilities, and utilizing renewable energy are reflected.


Additionally, the plan includes support for remodeling projects such as public funds (for association operation, design service fees, relocation costs, etc.) and the operation of integrated architectural and traffic reviews to simplify procedures. Yoo Changsoo, Director of Seoul City's Housing Policy Office, expressed expectations that "the remodeling projects will be promoted more efficiently to improve the residential environment of aging apartment complexes while securing public interest."
