[Asia Economy Reporter Gong Byung-sun] The police plan to hand over Jeon Ju-hwan, the suspect in the Sindang Station stalking murder case, to the prosecution on the 21st.


On the 20th, the Jungbu Police Station in Seoul announced that Jeon Ju-hwan, who is accused of retaliatory murder under the Act on the Aggravated Punishment of Specific Crimes (Special Act), will be sent to the prosecution in custody around 7:30 a.m. on the 21st.


Jeon is accused of stabbing and killing station worker B, who was patrolling Sindang Station in Seoul, around 9 p.m. on the 14th. Although Jeon claims the crime was impulsive due to depression, the police are investigating it as a planned crime. On the day of the crime, Jeon checked B’s workplace and former residence near Jeungsan Station and Gusan Station in Seoul and wandered near B’s residence. Additionally, before committing the crime, he wore a disposable shower cap at Sindang Station and waited for B for over an hour. Based on these facts, the police changed Jeon’s charge from murder under the Criminal Act to retaliatory murder under the Special Act.


The police applied for an arrest warrant for Jeon on the 15th, and the court issued the warrant the next day, citing concerns about flight risk and evidence destruction. Just before the warrant hearing, Jeon reportedly stated, “I have not reached an agreement with B regarding the trial,” and “My life is over anyway.”


Before committing the crime, Jeon had been sued twice by B. The prosecution indicted him in February for violating the Act on Special Cases Concerning the Punishment, etc. of Sexual Crimes (coercion to use filming materials), and in June for possession of filmed materials using a camera. The court was scheduled to deliver a verdict on the 15th, one day before the crime, by consolidating the two cases. The verdict has now been postponed to the 29th.


Meanwhile, the Behavioral Analysis Team of the Seoul Metropolitan Police Agency is conducting interviews with Jeon. The police plan to decide whether to administer the 'PCL-R,' commonly known as the psychopathy test, through these interviews.
