Dongjak-gu Creates Flood Safety Zones... Water Barrier Installation Completed On the 3rd, Dongjak-gu completed the installation of flood barriers at 79 low-lying houses and commercial buildings.


[Asia Economy Reporter Park Jong-il] Dongjak-gu (Mayor Park Il-ha) has completed maintenance and inspection of flood barriers and additionally installed them to minimize flood damage caused by localized and guerrilla heavy rains.


This is a proactive and active response to prevent secondary damage caused by heavy rain and typhoons.


First, on the 8th of last month, the hydraulic flood barrier in front of Exit 8 of Sadang Station stopped functioning properly due to a power outage caused by record-breaking heavy rain in a short time. The barrier was repaired, foreign substances inside the barrier were removed, and both on-site and remote operations were conducted.


There are three locations with hydraulic flood barriers installed around Sadang Station to prevent surface water inflow on Dongjak-daero. The district conducts biannual inspections of flood control facilities in preparation for the rainy season.


Additionally, on the 3rd, flood barriers were installed at 79 low-lying houses and commercial establishments in the area.


The height of the flood barriers was raised from the existing 40cm to 60cm based on field surveys, and where necessary, two-tier installations were made to prevent flood damage.


Last month, a demand survey was conducted for areas requiring flood barriers, and after Chuseok, additional flood barriers will be installed for 203 households.


Going forward, the district plans to install additional flood barriers in areas or households that need them. Residents who wish to have flood barriers installed can contact the Water Management Division.


Furthermore, the district has made thorough preparations by conducting pre-inspections of vulnerable areas, stocking additional sandbags and pumps, and strengthening patrols along Dorimcheon Stream.


Mayor Park Il-ha said, “We quickly installed flood barriers upon receiving installation requests to prevent flood damage. We will continue to thoroughly inspect flood prevention facilities and prepare fundamental measures.”

Dobong-gu (Mayor Oh Eon-seok) submitted a supplementary budget proposal of 53.9 billion KRW to the Dobong-gu Council in September 2022 to ensure the successful settlement of the 8th elected term, support livelihood stabilization, improve resident safety, and resolve daily inconveniences.


The funding for this supplementary budget was secured through the net surplus from the 2021 settlement, increases in local taxes and non-tax revenues, adjustments in expenditures for underperforming projects such as national subsidies, festival event expenses, and domestic and overseas travel expenses.


The main directions of the 2022 Dobong-gu first supplementary budget are ▲supporting livelihood stabilization through aid to socially vulnerable groups ▲maintenance of urban infrastructure and improvement of residents’ living conditions ▲laying the groundwork for fulfilling the 8th elected term’s pledges.


To support livelihood stabilization through aid to socially vulnerable groups, a total of 9.3 billion KRW was allocated. This includes support for COVID-19 patients and isolated individuals, and provision of livelihood and housing benefits to assist vulnerable groups facing severe difficulties in daily life due to COVID-19 resurgence and rising prices. Priority was given to economic recovery by supporting small and medium enterprises, promoting smart pilot shopping districts, and aiding traditional markets and small manufacturers in clothing and sock industries.


For urban infrastructure maintenance and improvement of residents’ living conditions, a total of 9.9 billion KRW was allocated. This includes 1.67 billion KRW for urban park maintenance, 2.3 billion KRW for maintenance of major local infrastructure such as sewage, rivers, and roads, and 200 million KRW for management of Dobong Indoor Sports Center and sports facilities to ensure residents’ safety and resolve daily inconveniences.


Additionally, budgets were allocated for smooth progress of key projects and fulfilling promises to residents, including the creation of Musugol Ecological Healing Park, environmental improvement projects for four rivers including Banghakcheon Stream, three-dimensional development and basic planning of Banghak Sagye Plaza, improvement of public transportation convenience, and construction of public parking lots.


Moreover, an additional 6.6 billion KRW was allocated as contingency funds for disasters and emergencies to prepare for urgent situations in the second half of the year such as autumn typhoons and COVID-19 resurgence.


Mayor Oh Eon-seok said, “As this is the first supplementary budget of the 8th elected term, we focused resources on projects that residents can empathize with to swiftly implement pledges and key policies. I ask for the council’s active cooperation so that this budget can be a cornerstone for livelihood stabilization and leading Dobong’s changing future.”


The first supplementary budget submitted by Dobong-gu will undergo review and approval by the Dobong-gu Council starting from the 16th of this month and is expected to be finalized on September 30.
