[Asia Economy Reporter La Young-cheol] Lee Dong-hwan, mayor of Goyang City, Gyeonggi Province, emphasized that the "relaxation of safety inspection standards for housing reconstruction judgments" applies not only to the first-generation new towns requiring special law application but also to the land development districts established after the already aging first-generation new towns.


Mayor Lee made this statement on the afternoon of the 8th at a meeting of local government heads of first-generation new towns hosted by the Ministry of Land, Infrastructure and Transport, where he listened to explanations about the government's master plan and special law proposals.


The mayor pointed out, "Although the quality of life for residents in most aging land development districts significantly declines due to pipe corrosion, inter-floor noise, parking difficulties, etc., the reconstruction judgment standards focused on structural stability need to be relaxed promptly."


He added, "While prioritizing the redevelopment of first-generation new towns, simply relaxing the current excessive safety inspection standards could become an important solution to simultaneously address redevelopment issues in other land development districts and various cities without the need for a special law," he reiterated.


In Goyang City, six land development areas including Seongsa, Hwajeong, Jungsan, and Haengsin are applicable.


The mayor also stated, "To expedite the redevelopment of first-generation new towns, we will actively cooperate with the government's promotion plan," and requested simplification of procedures and national government support for the basic costs of safety inspections.

The core of the 'First-generation New Town Redevelopment Promotion Plan' announced by the Ministry of Land, Infrastructure and Transport is a 'two-track' master plan where the government sets the basic redevelopment policy, and the relevant local governments reestablish the urban residential environment redevelopment basic plan.


This includes matters related to urban function development, metropolitan transportation, relocation measures, public contributions due to increased floor area ratio, urban infrastructure, and designation of pilot districts.


To legally support this, the ministry plans to promote the enactment of a special law by early next year and establish a practical support system including the operation of a general planner (MP-Master Planner) system for professional support, MP support teams, resident participation organizations, and permanent consultative bodies.


Meanwhile, Goyang City has already started practical preparations to reestablish the 'Urban and Residential Environment Redevelopment Basic Plan' to promptly promote reconstruction of three apartment complexes that have reached 30 years of age this year.


Once the reconstruction pilot districts are confirmed, the city plans to secure national funds and swiftly proceed with consulting and safety inspections.
