[Asia Economy Reporter Park Jong-il] On the afternoon of the 5th, Choi Ho-kwon, Mayor of Yeongdeungpo District Office, visited a large construction site in Yeouido to conduct an on-site inspection in preparation for Typhoon No. 11, Hinnamnor.


Earlier that morning, Mayor Choi held an emergency countermeasure meeting to assess the expected typhoon path and weather conditions, checked departmental measures and response plans, and then visited sites including the reconstructed stone embankment damaged by recent floods, major construction sites, and parks to thoroughly inspect safety management status.


Mayor Choi Ho-kwon stated, “We will make every effort in disaster response to prevent any loss of life or property damage to residents caused by the typhoon,” and added, “We ask all residents to refrain from unnecessary outings and to pay special attention to personal safety.”

On the 5th, Oh Eon-seok, Mayor of Dobong District, visited the Dobong District Disaster and Safety Countermeasures Headquarters to review flood prevention measures in response to the northward approach of Typhoon ‘Hinnamnor’ and inspected the safety of facilities at large construction sites in the area.


Mayor Oh visited the Seed Cube construction site in Chang-dong and an apartment construction site in Dobong-dong, checking the status of facilities that could cause safety accidents in strong winds, such as tower cranes, and confirmed the securing status of construction materials.


Meeting with on-site managers, Mayor Oh emphasized, “Safety is the top priority. I ask site managers not to relax their vigilance during the typhoon period and to make every effort to maintain safety. Please pay special attention to tower cranes, and relocate or secure any facilities that could pose a threat to nearby pedestrians or residents in advance,” reiterating his request.

On the afternoon of the 5th, Ryu Kyung-gi, Mayor of Jungnang District, conducted an emergency inspection of flood-prone areas in response to the northward-moving Typhoon No. 11, ‘Hinnamnor’.


Mayor Ryu first visited the slope of Sinnae 3 Housing Site, which is undergoing recovery work from last month’s heavy rain damage, to check for any additional damage and instructed continuous safety inspections. He then visited Jungnangcheon Ihwa Bridge area’s Junghwa Sports Park to carefully inspect the closure of access to Jungnangcheon and the sports facilities.


Mayor Ryu Kyung-gi said, “We will concentrate all administrative power to protect residents’ safety from the typhoon and minimize local damage through meticulous care,” and added, “We ask residents to familiarize themselves with typhoon preparedness guidelines and exercise special caution to prevent damage.”


The district is currently operating the Disaster and Safety Countermeasures Headquarters with 95 staff working 24 hours to maintain an emergency response system. Measures include removing banners at risk of falling during strong winds, inspecting signboards, shade structures, and various construction sites, and checking the operation of drainage facilities such as rainwater inlets in preparation for heavy rain.


Additionally, dangerous trees in parks and green areas have been removed to maintain forest waterways, and patrols of rivers and inspections of flood-prone areas have been strengthened to prepare for Typhoon ‘Hinnamnor’.

On the afternoon of the 5th at 2 p.m., Park Hee-young, Mayor of Yongsan District, inspected the on-site response situation to ensure thorough safety preparations against the landfall of Typhoon No. 11, Hinnamnor.


Mayor Park sequentially inspected the Yongsan 2-ga mechanical public parking lot, the Aper Hangang Apartment construction site, Ichon Underpass, and the retaining wall on Hyochangwon-ro.


Safety measures for the parking lot, underpass, and retaining wall are managed by Yongsan District, while construction sites are handled by private entities. He paid particular attention to the safety measures at construction sites. At the Aper Hangang Apartment construction site, measures such as preventing tower crane overturning, securing wind paths in temporary fences, and installing engine pumps have been completed.


Mayor Park Hee-young said, “We will mobilize all administrative power to minimize loss of life and property damage caused by Typhoon Hinnamnor,” and urged, “Residents are also asked to refrain from going out and to carefully watch disaster broadcasts to respond promptly in emergencies.”


By the 31st of last month, the district completed dredging 404 meters of sewer pipes, removing covers from 1,305 rainwater inlets, and cleaning 6,454 rainwater inlets. By the 3rd, 24,650 sandbags were deployed in flood-prone areas such as underground houses, and inspections of temporary fences and tower cranes were conducted at four large private construction sites.


From the 4th, the Disaster and Safety Countermeasures Headquarters has been activated to prepare for the typhoon and heavy rain, maintaining an emergency duty system.

Kim Tae-woo, Mayor of Gangseo District, Seoul, rushed to the field on the 5th to conduct a preemptive inspection to prevent damage from Typhoon ‘Hinnamnor’.


Mayor Kim inspected flood-prone areas around Gungsan in Gayang 1-dong and listened to the voices of local residents regarding any inconveniences.


Hearing from a resident that drainage was not smooth due to rainwater flowing down from the mountain, Mayor Kim immediately brought sandbags to the site and personally stacked them to prevent rainwater from flowing into the village.


Mayor Kim said, “We will actively consider support measures such as expanding and maintaining drainage facilities,” and promised, “If damage occurs due to the typhoon, we will promptly and accurately assess the situation and do our best in disaster recovery based on cooperation with related agencies.”


He also stated, “To minimize resident damage from the northward approach of Typhoon ‘Hinnamnor,’ we are conducting thorough pre-inspections and maintaining a 24-hour emergency response system,” and urged residents to familiarize themselves with flood and wind disaster preparedness guidelines to reduce damage.


After carefully inspecting flood-prone areas, Mayor Kim also checked the operation status of the Gayang rainwater pumping station.


The Gayang rainwater pumping station is a critical disaster prevention facility that discharges rainwater flowing into the pumping station into the Han River during heavy rain.


Meeting with field workers, Mayor Kim said, “Typhoon ‘Hinnamnor’ is an unprecedented typhoon expected to cause significant damage, so thorough prevention is essential,” and added, “Natural disasters like typhoons cause greater harm to socially vulnerable groups, so please mobilize all available resources to ensure thorough typhoon preparedness.”


The district held an emergency countermeasure meeting on the morning of the day to review typhoon preparedness measures and emergency response systems in response to the northward approach of Typhoon ‘Hinnamnor.’


The district is operating a 24-hour emergency response system to prepare for weather disasters such as floods and wind damage. In particular, in preparation for this ‘Hinnamnor’ typhoon, covers were removed from 246 rainwater inlets, and 30,575 rainwater inlets were maintained.


Additionally, 305 flood-prone households were visited to inspect risk factors in advance, and a standing emergency response team is maintained for immediate dispatch in emergencies.


Pre-inspections have also been completed for vulnerable areas at risk of collapse, such as steep slopes, landslide-prone areas, old houses, and construction sites.

Moon Heon-il, Mayor of Guro District, conducted an on-site inspection focused on disaster-vulnerable facilities from 5:20 to 7 p.m. on the 5th to check preparedness for the northward approach of Typhoon ‘Hinnamnor.’


On that day, Mayor Moon visited major rivers and flood-prone areas including ▲ Mokgamcheon (Gaewoonggyo Bridge) ▲ e-Pureun Apartment in Gaebong-dong ▲ Flood-prone area in Gaebong 1-dong ▲ Anyangcheon (Ogeumgyo Bridge) ▲ Guro 5-dong retention basin library construction site ▲ Guro 5-dong temporary rainwater pumping station to check the safety of facilities.


At a meeting with on-site managers, Mayor Moon said, “It hasn’t been long since the flood damage occurred, and I am worried that the typhoon might cause further damage,” and urged, “I ask site managers to do their best to maintain safety so that damage caused by the typhoon can be minimized.”


Earlier, on the 4th, Mayor Moon held a weekend emergency countermeasure meeting for typhoon preparedness attended by heads of related departments. Since the 1st, the district has been thoroughly preparing for the typhoon by conducting pre-safety inspections of disaster-risk facilities, installing 28 manhole fall prevention devices and 61 flood prevention facilities, securing an additional 15,600 sandbags, and entering an emergency duty system.

As Typhoon No. 11, Hinnamnor, approached northward, a heavy rain advisory was issued for the Seoul area on the 5th, and Lee Seong-heon, Mayor of Seodaemun District, conducted an online video inspection of vulnerable areas within the district using a smartphone.


Mayor Lee received reports from team leaders of related departments on-site regarding ▲ safety status of large tower cranes and excavation work at redevelopment sites ▲ water levels and control status of Hongjecheon and Bulgwangcheon streams ▲ safety status of facilities in apartment retaining walls and commercial areas.


He then instructed, “Do not relax the preparedness posture until the typhoon completely passes and make every effort to prevent damage.”


This was the first time the district connected vulnerable areas via video during a weather advisory, enhancing the efficiency of inspections for flood and wind disaster preparedness.


After the video inspection, Mayor Lee immediately visited rivers, traditional markets, and construction sites to inspect vulnerable facilities such as construction site barriers, building signs, and rooftop structures, as well as checking for road subsidence and drainage facilities like rainwater inlets with related officials.


He also instructed, “Strengthen care services to prevent damage to flood-prone households centered in each neighborhood and conduct pre-inspections and damage prevention visits to disaster-vulnerable groups such as elderly living alone.”

Kim Mi-kyung, Mayor of Eunpyeong District, inspected the situation of Bulgwangcheon Stream on the afternoon of the 5th with district officials.


Mayor Kim Mi-kyung said, “We will mobilize all administrative power to minimize damage caused by Typhoon Hinnamnor,” and added, “We ask all residents to monitor typhoon information and weather conditions carefully and pay attention to safety.”
