[Asia Economy Honam Reporting Headquarters, Reporter Park Jin-hyung] Kim Byeong-nae, Mayor of Nam-gu, Gwangju Metropolitan City, has urgently ordered work equivalent to an emergency system in response to the movement of Super Typhoon Hinnamnor, which is moving northward toward the Korean Peninsula accompanied by strong winds.
According to Nam-gu on the 2nd, Mayor Kim held a situation assessment meeting in the disaster safety situation room in the afternoon as a preemptive measure against Typhoon Hinnamnor, No. 11, judging that there is a high possibility of massive damage due to strong winds and heavy rain, and ordered to maintain a response posture at the emergency stage level.
Although typhoon watches and warnings have not been issued, there is a high possibility that weather advisories equivalent to those will be issued around the weekend and holidays, and serious damage is also feared, so he instructed to put all efforts into pre-preparation to minimize disaster damage.
Accordingly, Nam-gu quickly activated the local disaster safety countermeasures headquarters, consisting of the Safety General Division, which is the control tower department for disaster fields, as well as the Construction Division, Architecture Division, Housing Division, Park and Greenery Division, and Regional Economy Division, to manage the situation and take preemptive measures.
In particular, the early warning and alert system that quickly conveys disaster situations and the operating status of drainage pumping stations were inspected in advance, and pre-surveillance was strengthened for 47 steep slopes and one natural disaster risk improvement district within the jurisdiction.
Also, to enable rapid response at disaster sites, emergency recovery equipment such as excavators, pumps, and submersible pumps were inspected, and final checks were conducted on sandbags placed at 8 flood-prone areas including Baegun Square and 55 locations within the jurisdiction, as well as sewage facilities.
Along with this, he requested thorough management of risk factors such as tower cranes, temporary structures, and cut slopes at large construction sites to prevent safety accidents, including checking the normal operation of 17 drainage gates installed in Yeongsan River, Jiseok Stream, and Daechon Stream.
Furthermore, to minimize damage in rural areas, water level management of reservoirs and maintenance of emergency contact networks are being maintained, and frequent announcements will be made through village heads urging special attention to the management of facilities such as farmers’ vinyl greenhouses.
Mayor Kim Byeong-nae stated, “The current power of Hinnamnor is predicted to be very strong enough to collapse buildings and blow people away with strong winds. We intend to do our utmost to minimize human and property damage through thorough pre-preparation,” and added, “We also ask residents to be fully prepared for the typhoon.”
Meanwhile, Nam-gu is making every effort to prepare for the typhoon by conducting a pump operation drill at 2 p.m. on the same day along the Gwangju Stream based on a simulated disaster occurrence scenario, and by conducting final inspections of on-site response measures and flood control equipment in case of emergency.
