[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) conducted a ‘Counterterrorism Drill at Multi-use Facilities’ for one hour from 4 p.m. on the 23rd at Eunpyeong Lotte Mall.
As part of the Eulji Exercise, which practices national emergency crisis management and wartime preparedness, the drill simulated an unidentified explosion scenario to strengthen emergency response capabilities. Related agencies including military units, fire stations, police stations, and health centers participated together.
In the current global situation where terrorist incidents frequently occur, the focus was on establishing a joint civil-military-police emergency response system to protect the safety of residents.
The drill involved spreading the situation to all related agencies, initial response, explosive disposal, and discovery of suspicious anti-aircraft points, assuming an unidentified explosion scenario.
Specifically, the exercise thoroughly checked an organic response system during emergencies, including emergency medical treatment and patient transport through emergency medical stations, life rescue and firefighting activities, resident control and checkpoint inspections, safety control of explosion-risk areas, and chemical, biological, radiological, and nuclear (CBRN) detection activities.
The participation of the Eunpyeong-gu Women’s Civil Defense Corps was notable; they played the roles of visitors and patients experiencing the terrorist situation. They calmly performed their duties on-site, making smooth training possible as if it were real.
The Eulji Exercise in Eunpyeong-gu runs for four days from the 22nd to the 25th. To actively respond to national emergencies, it includes emergency mobilization training for public officials, wartime organization formation training, establishment and operation of wartime organizations, administrative agency dispersal and relocation training, discussions on wartime issues, civil defense evacuation drills, and tabletop exercises.
Kim Mi-kyung, Mayor of Eunpyeong-gu, said, “This drill aimed to thoroughly review the joint response system of related agencies and strengthen crisis response capabilities. We will faithfully carry out the remaining Eulji Exercises and establish a solid security posture. I thank all related agencies, the Women’s Civil Defense Corps, and residents for their cooperation.”
Dongdaemun-gu (Mayor Lee Pil-hyung) conducted a practical training exercise on the afternoon of the 23rd at Yongdu Station to prepare for a complex terrorism scenario as part of the ‘2022 Eulji Exercise.’
The district formed an integrated disaster site support headquarters, and at 2 p.m., Deputy Mayor Choi Hong-yeon, under the command of the integrated support headquarters chief, completed a bomb terrorism preparedness drill assuming an actual terrorist incident at Yongdu Station.
Participants in the complex terrorism preparedness drill included Dongdaemun-gu Office, Dongdaemun Police Station, Dongdaemun Fire Station, and the 3rd Battalion of the 56th Division’s Biryong Brigade.
Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, “Terrorist situations can cause significant damage and are closely related to national security, so we conducted the drill thoroughly as if it were real to strengthen crisis response capabilities. Along with enhancing security awareness, we will make every effort to calmly respond to any crisis during the remaining Eulji Exercises.”
Park Hee-young, Mayor of Yongsan-gu, attended a ‘Complex Disaster Preparedness Drill’ at the National Museum of Korea on the 23rd with Jeon Ki-ho, Deputy Commander of the 56th Division. The drill was held for one hour starting at 10:40 a.m.
The complex disaster preparedness drill was jointly conducted by five organizations: Yongsan-gu, the National Museum of Korea, the 56th Division, Yongsan Police Station, and Yongsan Fire Station, deploying about 40 pieces of equipment and 146 personnel.
The drill began after a threat call reporting an explosive device planted at the National Museum of Korea was received. The Seoul Metropolitan Police Special Forces arrived on site to detect the explosive device, and the CBRN counterterrorism unit found a chemical, biological, radiological, and nuclear terrorism bag. Suspects holding hostages were subdued by the Special Forces and the Mobile Battalion. Firefighters handled explosion accidents, fires, and patient responses.
Jeon Ki-ho, Deputy Commander of the 56th Division, said, “It is very meaningful to see the elements of integrated defense operations firsthand,” and expressed gratitude to the related agencies participating in the drill for national defense purposes.
Park Hee-young, Mayor of Yongsan-gu, added, “The strongest national defense and prepared security are the secrets to maintaining peace. This drill was a turning point to comprehensively check crisis management capabilities against real threats and strengthen joint civil-military-police-firefighting preparedness.”
The district will continue the Eulji Exercises until the 25th with the participation of about 1,200 personnel from 10 organizations including civil, public, military, police, and firefighting sectors, conducting discussions on wartime issues, tabletop exercises, civil defense evacuation drills, and joint exercises with related agencies.
Kim Tae-woo, Mayor of Gangseo-gu, Seoul, urged that the Eulji Exercise, conducted to prepare for national emergencies, be actively engaged in as if it were a real situation on the 22nd.
At 2 p.m. that day, Kim presided over the ‘Eulji Exercise Initial Briefing’ at the district office’s smart integrated situation room, attended by about 70 officials from civil, public, military, and police sectors.
Mayor Kim emphasized, “Since this Eulji Exercise is conducted during a serious period such as the Ukraine-Russia war and North Korea’s provocations, it is essential to establish a stronger emergency preparedness posture than ever before. We must maintain close cooperation with related agencies and conduct practical training to prepare for the changing security environment.”
He added, “We must approach this with a sense of mission to protect the lives and property of residents and actively engage as if it were a real situation. We will make every effort to establish a perfect national emergency preparedness posture through thorough prior preparation.”
Meanwhile, starting with emergency mobilization of public officials today, the district will conduct realistic training including tabletop exercises, civil defense evacuation drills, and discussions on major wartime issues with 11 related agencies from civil, public, military, and police sectors until the 25th.
Oh Eon-seok, Mayor of Dobong-gu, attended the initial situation briefing of the Eulji Exercise held on the 22nd at the district office’s integrated situation room, checked major action items, and urged close cooperation from related agencies such as the 220th Brigade, Dobong Police Station, and Dobong Fire Station.
Mayor Oh said, “There have been many difficulties in conducting the Eulji Exercise due to COVID-19, so this year I ask everyone to remain vigilant and participate in the training so that practical and substantial exercises can be conducted. Under the serious recognition that this is a real situation, I ask all related agencies to do their utmost to protect the lives and property of residents.”
Dongdaemun-gu (Mayor Lee Pil-hyung) is conducting the 2022 Eulji Exercise for 3 nights and 4 days from the 22nd to the 25th at the district office’s basement level 2 integrated situation room.
The Eulji Exercise is a nationwide emergency preparedness drill conducted to protect the lives and property of the nation and its people in the event of national emergencies such as wartime or incidents.
On the 22nd at 2 p.m., Lee Pil-hyung, Mayor of Dongdaemun-gu, visited the basement level 2 integrated situation room where the initial briefing of the Eulji Exercise was held, listened to the briefing, encouraged participants, and urged effective exercises.
The exercise involves Dongdaemun-gu Office staff, the 3rd Battalion of the 56th Division’s Biryong Brigade, Dongdaemun Police Station, Dongdaemun Fire Station, and Dongdaemun Tax Office, with civil, public, and military sectors jointly establishing an emergency preparedness posture to ensure public safety.
Mayor Lee said, “As technology advances, North Korea’s provocations are also evolving in various forms. I hope this Eulji Exercise will be thoroughly prepared so that we can calmly respond even if unexpected situations occur in preparation for national emergencies.”
Mapo-gu (Mayor Park Kang-soo) announced that it held the initial briefing for the Eulji Exercise on the 22nd.
The initial briefing, held from 10:30 a.m., was attended by Park Kang-soo, Mayor of Mapo-gu, department heads from various Mapo-gu offices, and six related agencies including Mapo Police Station.
During the briefing, a promotional video was shown, military situation reports were given, and the exercise overview and main exercise plans were confirmed, including reports on wartime budget operation plans.
Mayor Park said, “Given recent North Korean military provocations and the Russia-Ukraine war, establishing a security posture around the Korean Peninsula is more important than ever. I hope this training will serve as an opportunity to lay a solid foundation for national security.”
Gwangjin-gu (Mayor Kim Kyung-ho) is conducting the Eulji Exercise for 3 nights and 4 days from the 22nd to the 25th.
The Eulji Exercise reviews and supplements the effectiveness of wartime preparedness plans and is conducted nationwide to protect the lives and property of citizens in national emergencies.
Participants in Gwangjin-gu’s Eulji Exercise include the district office, Gwangjin Police Station, Fire Station, and the 56th Division’s Biryong Brigade. They will repeatedly practice wartime mission procedures through ▲emergency mobilization training for public officials (22nd) ▲agency dispersal and relocation training (22nd) ▲operation of wartime integrated situation room (22nd?25th) ▲civil defense evacuation drill (24th) ▲actual training for terrorism scenarios (24th).
On the 22nd at 6 a.m., the district conducted an emergency mobilization drill for all public officials following the declaration of the Eulji Level 3 emergency. A total of 1,250 personnel, excluding those exempt such as those on education dispatch, sick leave, leave, or with infants, all responded.
At the initial briefing held at 10 a.m., Kim Kyung-ho, Mayor of Gwangjin-gu, said, “Since the Eulji Exercise has been scaled down for five years due to COVID-19, this year it is being conducted normally, so we must prepare thoroughly and engage in the training.”
He added, “I urge everyone to approach this Eulji Exercise as if it were real, so it does not become a routine or formal exercise, and to establish a perfect national emergency preparedness posture.”
The district will continue to focus on wartime transition procedure exercises and actual emergency preparedness training during the remaining Eulji Exercise period and actively maintain readiness.
Yangcheon-gu (Mayor Lee Ki-jae) held the ‘2022 Eulji Exercise Initial Situation Briefing’ on the afternoon of the 22nd at the Eulji Exercise integrated situation room, attended by Mayor Lee Ki-jae, senior officials, and about 30 related agency personnel.
The briefing was prepared to ensure the flawless execution of the emergency preparedness plan during the four-day Eulji Exercise from the 22nd to the 25th, aiming to protect the safety and lives of residents through thorough readiness.
The initial situation briefing proceeded with military situation reports, an overview of the Eulji Exercise and district situation reports, reports on measures for each Eulji emergency level, and a speech by the mayor.
Mayor Lee Ki-jae urged, “Through this Eulji Exercise, I ask all staff to maintain vigilance and engage thoroughly as if it were a real situation so that flawless management and emergency response are possible in the event of a national crisis.”
