Pohang City Requires Mandatory Farmland Register Update Application for Farmland Use Information Changes Starting from the 18th!

From August 18, Failure to Report Farmland Lease Transactions May Result in Fines up to 5 Million KRW

Pohang City Requires Mandatory Farmland Register Update Application for Farmland Use Information Changes Starting from the 18th! Pohang City Hall.

[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Pohang City announced that starting from the 18th, an amendment to the Farmland Act requiring mandatory application for changes in the farmland register when concluding, modifying, or canceling farmland lease contracts, or when changing farmland usage information such as agricultural and livestock production facilities and land improvement facilities, will be enforced.


Since April 15, the farmland register has been changed from a household-centered agricultural support ledger to a land-centered farmland register. Accordingly, from August 18, it has become mandatory to apply for changes in the farmland register when concluding farmland lease contracts or changing farmland usage information.


If a reason for changing the farmland register arises but the application is not submitted or is falsely submitted, a fine ranging from 1 million KRW to a maximum of 5 million KRW will be imposed depending on the number of violations.


Farmland owners or tenants must visit the local district office or town/myeon office within 60 days from the date the change reason occurs to apply for changes in the farmland register in cases such as ▲conclusion, modification, or cancellation of farmland lease contracts ▲installation of agricultural and livestock production facilities such as farm sheds, livestock barns, fixed ondol heating systems, mushroom cultivation houses, insect breeding houses ▲installation of land improvement facilities such as waterways and embankments.


When applying for changes in the farmland register, applicants must prepare ▲lease or usage contract documents in case of lease ▲building or temporary building management ledger in case of agricultural and livestock production facility installation ▲documents, photos, and drawings in case of land improvement.


However, leased use of farmland is only allowed when it is a lawful lease, such as lease consignment through the Korea Rural Community Corporation or when the farmland owner has owned the farmland since before January 1, 1996.


Yoo Wookjae, Director of the Agricultural Technology Center, stated, “With the implementation of the farmland lease obligation system and farmland register usage changes, a foundation has been established to clearly confirm the usage status of all farmland, which is expected to enable more efficient management of farmland.”
