First Organizational Restructuring Plan Announced Governor Jin-tae Kim of Gangwon Province announced the Gangwon Province organizational restructuring plan on the 11th at the Gangwon Provincial Office briefing room. [Gangwon Province]


[Asia Economy Reporter Ra Young-cheol] Ahead of the launch of the special self-governing province next year, the 8th term of the Gangwon Provincial Government decided to freeze the number of public officials and reorganize into a structure of 2 offices, 1 headquarters, 10 bureaus, and 70 divisions.


On the 11th, Gangwon Governor Kim Jin-tae held a press conference at the Gangwon Provincial Government briefing room and stated, "We have decided to freeze the number of public officials at the provincial government to achieve fiscal innovation."


According to the reorganization plan, the General Administration Office will be elevated and newly established as the Administration Bureau, which will oversee personnel, organization, and general affairs functions, centered on the General Affairs Division and the Autonomous Administration Division responsible for cooperation with 18 cities and counties.


The economic-related departments will be consolidated from the current four bureaus into two: the Economic Bureau responsible for general economic affairs and the Industry Bureau responsible for fostering new and strategic industries.


The Industry Bureau will integrate the Advanced Industry Bureau and the Investment Attraction Division, and establish a Semiconductor Industry Promotion Team within the bureau to oversee the creation of a semiconductor cluster.


The Job Bureau will be reorganized into the Job Division, and trade-related tasks such as export support under the Global Investment and Trade Bureau will be adjusted to the International Trade Division, both incorporated into the Economic Bureau.


The Peace Region Development Headquarters will be abolished, and a Border Area Division will be newly established under the Planning and Coordination Office. The Major Disaster Response Promotion Team directly under the governor will be integrated into the Disaster Safety Office.


The Gangwon Special Self-Governing Province Promotion Team will be promoted to the Special Self-Governing Bureau, structured into the Autonomous Legislation Division, Decentralization Division, and Regulatory Innovation Division.


The Culture, Tourism, and Sports Bureau will be renamed the Culture and Tourism Bureau, and the Health and Welfare Bureau will be split into the Welfare Bureau and the Health and Sports Bureau.


The Green Bureau will be renamed the Forest and Environment Bureau, and a Natural Ecology Division will be newly established. The East Coast Wildfire Prevention Center will be expanded and reorganized as the Gangwon Wildfire Prevention Center.


This reorganization plan will be implemented in October after review by the provincial council in September.


So far, the number of general public officials at Gangwon Provincial Government has increased by 711 (38%) from 1,866 in 2012 to 2,577 this year (2 offices, 2 headquarters, 9 bureaus, 73 divisions).


Governor Kim Jin-tae stated, "We will normalize the organization by focusing on the basics, thereby reducing personnel expenses and operating the organization and workforce efficiently."
