Nowon-gu Takes Initiative to Improve Urban Cleanliness Through Active Promotion and Resident Participation


[Asia Economy Reporter Jongil Park] Nowon-gu (Mayor Oh Seung-rok) has launched an active campaign to establish a clean culture and a pleasant residential environment free of garbage.


Based on the results of the first evaluation of urban cleanliness in 2022, the district conducted a self-assessment to identify areas needing improvement. While the on-site cleanliness received high marks, the perceived cleanliness by residents was relatively lower, prompting this promotional campaign to raise awareness among residents.


First, the district designated the period until September 30 as an intensive promotion period, displaying banners on cleaning-related public vehicles and the exterior walls of community service centers, and utilizing various media such as newsletters and resident notices to guide Nowon-gu residents on behavior etiquette for creating a clean cultural city.


In particular, recognizing that garbage disposal methods differ depending on the type of residence, promotional materials were produced separately for apartment complexes and general houses, and will be distributed according to the characteristics of each area.


Unlike apartments, where garbage disposal and collection are relatively easy, general houses and small businesses have designated garbage disposal times from 6 p.m. to midnight. The campaign focuses on informing residents that disposing of garbage outside these hours can cause long-term accumulation and inconvenience to neighbors.


Additionally, stickers related to food waste disposal etiquette were produced for distribution to general houses. The stickers include reminders about prohibited disposal days and instructions to dispose of food waste in containers with payment certificates attached.


The stickers are sized to fit 3ℓ collection containers commonly used in households (photo) and will be attached to each household’s food waste collection container through contracted collection and transportation agencies for promotional purposes.


The district’s encouragement of resident participation stems from the understanding that urban cleanliness and resident satisfaction cannot be maintained by administrative efforts alone. To foster a clean community, the district formed and has been operating the Nowon SWAT team since July last year to encourage active resident involvement and establish a foundation for a clean culture within the area.


Nowon SWAT is a volunteer group consisting of 14 residents. Each member patrols their assigned area, focusing on monitoring garbage collection status and the presence of large waste items.


The monitoring results from the SWAT team are immediately shared with the district through an internal communication network, leading to follow-up actions such as collection, patrols, and strengthened enforcement, playing a central role in creating a clean community.


Oh Seung-rok, Mayor of Nowon-gu, stated, “Resident cooperation is essential to creating a clean cultural city free of garbage,” adding, “We will build a sustainable cleaning system together with residents, believing that urban cleanliness reflects the dignity of the city.”
