Next Year’s Launch of 'Special Self-Governing Province'... Gangwon-do to Explore Special Provisions in the 'Gangwon Special Act'


[Asia Economy Reporter Ra Young-cheol] Gangwon Province announced on the 2nd that "in order to successfully launch Gangwon Special Self-Governing Province on June 11 next year, it plans to intensively discover special provisions for related organizations such as provincial, city, and county governments and education offices that will constitute the articles of the 'Gangwon Special Self-Governing Province Act' throughout August."


The province intends to focus on special provisions with significant ripple effects that leverage Gangwon's geographical, historical, and cultural characteristics, centered on key projects linked to national tasks and provincial, city, and county strategic industries, ensuring that the benefits of economic development return to the residents.


Considering the importance of the special provisions and the possibility of consultations with related ministries, the province plans to judge the priority of each special provision and proceed with strategic and phased legislation.


Additionally, opinions will be collected through public contests and proposals from residents, and sufficient deliberation will be conducted with provincial, city, and county councils, related organizations, and experts.


To this end, from September for two months, the province will review and specify the major special provisions submitted by provincial, city, and county governments and education offices in connection with the 'Gangwon Special Self-Governing Province Comprehensive Plan Research Project.'


In particular, based on criteria such as urgency and importance of the tasks, clarity of grounds, and presence or absence of precedents, the provisions will be classified into short-term, mid-term, and long-term categories to determine strategic legislative priorities for effective response to central ministries and the National Assembly.


Kim Sang-young, the officer in charge of promoting Gangwon Special Self-Governing Province, stated, "The Gangwon Special Act is a powerful institutional tool that can realize the hopes and aspirations of Gangwon residents. Since the core is to find various special provisions reflecting Gangwon's characteristics and incorporate them into the law, we will do our best."
