Land Surveying by Drone... Strengthening Management System for Unregistered Unmanned Islands

The Ministry of Land, Infrastructure and Transport and the Ministry of Oceans and Fisheries announced on the 28th that they will collaborate to register unregistered islands that have not been systematically managed due to geographical isolation or lack of technology and equipment, and thus were not recorded in cadastral registers.


The Ministry of Land, Infrastructure and Transport plans to investigate and register unregistered islands, which had been blind spots in management due to their locations not being marked on topographic maps or nautical charts, or due to labeling errors, into the cadastral register, thereby enhancing the efficiency of national land management including information on islands nationwide.


The Ministry of Oceans and Fisheries is currently conducting a survey on the usage status and environment of uninhabited islands according to the "2nd Comprehensive Management Plan for Uninhabited Islands (July 2020)." They will introduce modern survey technologies to address issues such as geographical isolation and poor accessibility to improve the effectiveness of uninhabited island management, and jointly work with the Ministry of Land, Infrastructure and Transport to register unregistered uninhabited islands in the cadastral register.


Additionally, to resolve technical aspects of surveying and measuring unregistered uninhabited islands, the Ministry of Land, Infrastructure and Transport, together with LX Corporation last year, conducted drone cadastral surveys on 5 out of 94 islands and verified their accuracy. They also prepared and distributed a manual for utilizing new cadastral surveying methods (drones).

Based on this, the two ministries are continuing surveys and measurements on about 10 of the 89 uninhabited islands that were difficult to access this year.


Following Jeju in June, in August, the Ministry of Oceans and Fisheries' uninhabited islands survey team and LX Corporation will collaborate to conduct field verification of data requiring on-site confirmation among cadastral survey results, such as contour line extraction and setting boundaries for the highest tide level, targeting uninhabited islands around the Busan area.


Once the uninhabited islands survey is completed this year, the two ministries plan to conduct a demand survey with local governments to identify additional unregistered uninhabited islands to be surveyed and measured in 2023.


Kang Ju-yeop, Director of the National Land Information Policy Bureau at the Ministry of Land, Infrastructure and Transport, stated, "By collaborating with the Ministry of Oceans and Fisheries on the uninhabited islands survey, we will reduce administrative overlap for registering unregistered uninhabited islands and promote the creation of accurate status and location data of uninhabited islands using drones."
