[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) held a groundbreaking ceremony for the ‘Bulgwang 2-dong Complex Building’ on the 20th and officially began construction with the goal of completion in February 2024.
The existing Bulgwang 2-dong Community Center was an old and cramped facility that had been completed over 30 years ago, causing inconvenience to residents. The lack of an elevator made it difficult for vulnerable groups such as the elderly to use, and there was also a shortage of resident spaces, leading to continuous demands from residents for facility improvements.
Accordingly, the district will build a new complex building integrating the community center and resident cultural facilities on the site around 81-2 Bulgwang-dong. It will be constructed on a land area of 1,772㎡ with one basement floor and four above-ground floors, totaling 3,546㎡ in floor area.
The biggest difference from the existing building is the significant increase in resident cultural spaces and parking spaces. This measure actively reflects residents’ opinions and aims to create an open communication space for residents in the future.
The new building will include various cultural complex spaces to enhance resident convenience, such as the community center, public parking lot, resident rest cafe, Resident Nuri Center, and G.X room (group exercise space).
The basement first floor and ground first floor will be used as parking and office spaces, while floors two through four will be fully dedicated to resident spaces.
In particular, the area near the construction site has many narrow alleys and hills, making securing parking facilities the top priority for local residents. This time, a public parking lot with 33 spaces and an attached parking lot with 13 spaces will be created underground, greatly enhancing resident convenience.
The Resident Nuri Center and G.X room will serve as spaces for residents, functioning as community hubs and cultural and sports spaces.
To build the Bulgwang 2-dong new building, the district announced the urban planning project implementation plan approval in September 2019 and held a design competition in October 2020. In February last year, a residents’ briefing session was held to reflect designs considering open spaces and local conditions, collecting residents’ opinions.
Kim Mi-kyung, Mayor of Eunpyeong-gu, said, “We reflected residents’ voices from the design stage to create a space for residents,” adding, “I hope it becomes a landmark of the area and a place for residents to rest and heal.”
Seongbuk-gu (Mayor Lee Seung-ro) has opened its 88th public daycare center.
On the 19th, Seongbuk-gu held a celebration and encouragement event for the opening of the 88th public daycare center at the public Leshuville Daycare Center located in Bomun-dong. About 30 people, including the mayor of Seongbuk-gu, guests, and daycare center officials, attended the event.
In his greeting, Lee Seung-ro, Mayor of Seongbuk-gu, said, “With the opening of the public Leshuville Daycare Center, Seongbuk-gu now has the sixth largest number of public daycare centers among Seoul’s autonomous districts,” adding, “We will strive not only to expand quantitatively but also to improve the quality of childcare services so that children can be safe and healthy and parents can have a lighter childcare burden in Seongbuk, a city.”
Seongbuk-gu was the first UNICEF-certified child-friendly city in Korea and recently obtained the second-stage higher certification of child-friendly city nationwide for the first time. The district is making various efforts to improve children’s rights and is focusing administrative power on creating a safe childcare environment where parents can entrust their children with peace of mind.
Yongsan-gu (Mayor Park Hee-young) is promoting an environmental improvement project to create a safe working environment and enhance work efficiency for workers in local clothing manufacturing companies.
In April, the district applied for the Seoul Metropolitan Government’s public contest project, ‘2022 Seoul-type Clothing Manufacturing Company Work Environment Improvement Project.’ After on-site inspections and review by the selection committee, all 19 applied companies were selected to receive support.
The selected companies can receive up to 8 million KRW in support, excluding a 20% self-payment of the total cost.
A district official said, “The main content is to eliminate workplace hazards and risks and replace outdated equipment,” adding, “Creating a pleasant working environment will also lead to improved productivity for companies.”
The main items for work environment improvement include ▲essential safety equipment such as fire extinguishers, fire detectors, circuit breakers, and wiring boxes ▲work environment improvement equipment such as air conditioners, LED lighting, and ventilators ▲equipment to improve work efficiency such as vacuum dies, sub motors, and cutting tables.
The district has promoted work environment improvements for 48 clothing manufacturing companies over the past three years.
This year, to ensure effective use of support funds, the district will continuously monitor progress and conduct on-site inspections. The project will be completed by the end of November.
Mayor Park Hee-young said, “The ‘Seonguisa’ gown manufacturing company, designated as a Seoul Future Heritage, is also included in this support,” adding, “Fire prevention and work environment improvement equipment will help preserve and develop this historic clothing manufacturing company.”

Jungnang-gu (Mayor Ryu Kyung-gi) is conducting the ‘Dadama DAY’ plogging volunteer activity, which protects both the environment and health.
‘Plogging’ is an activity of picking up trash while jogging. The district aims to catch two birds with one stone by carrying out plogging volunteer activities to improve the environment and promote residents’ health.
The ‘Dadama DAY’ activity period is until September 30, and residents who wish to participate can freely choose the time and place to carry out plogging volunteer work during the activity period. Volunteer locations can be anywhere in the district where plogging is possible, such as along the Jungnang Stream, Mangwoo History and Culture Park, and Yongma Waterfall Park.
Only residents who submit a report after participating in the activity will have their volunteer hours recognized. One hour of volunteer time is recognized for every 3,000 steps walked, with a maximum of 2 hours per day and up to 5 times per month.
Activity reports must be submitted by 6 p.m. on October 17 via email to the person in charge. When submitting the activity report, it is mandatory to attach photographic evidence that can verify the activity time, number of steps, and collected trash.
Ryu Kyung-gi, Mayor of Jungnang-gu, encouraged participation, saying, “The small actions of each resident will be the foundation for a cleaner and more pleasant Jungnang-gu,” and “I hope many residents will take an interest with a heart that cares for the environment.”
The district operates various programs to spread an active volunteer culture in the area. Representative programs include the ‘Haedoduri Family Volunteer Group,’ which families can participate in together, and the youth program ‘Let’s Play Volunteer,’ which combines historical learning with environmental cleanup activities.
