A video posted on the popular online community Bobae Dream's bulletin board since the 14th shows the desperate situation the child was in at the time.
The CCTV footage, which begins with a dog chasing elementary school student A, shows the heartbreaking scene of A, who was bitten on the neck by the dog and lying motionless, and the delivery worker appearing and driving the dog away. The video lasts about five minutes.
According to the post, on the 11th at around 1:20 p.m., A, who was on his way home from school in an apartment complex in Deokha area, Ulju-gun, Ulsan, was attacked by a dog.
A was attacked by the dog for more than two minutes, and a delivery worker who witnessed the scene used a handcart he was carrying as a tool to strike the ground and threaten the dog to drive it away. A sustained injuries to his neck, arms, and legs.
At the request of A’s aunt, an acquaintance posted the accident video on the online community ‘Bobae Dream’ on the 14th.
The CCTV footage shows A running away from the dog and collapsing on the street. A rolled on the parking lot floor and continued to be attacked by the dog.
The dog persistently attacked A for over two minutes, biting his neck and back, and for a while, A remained motionless with his neck bitten.
Afterwards, the delivery worker who saw the accident struck the ground with the handcart to drive the dog away. After the dog ran off, A tried to stand but fell repeatedly while walking toward his home.
The delivery worker held onto the handcart to keep chasing the dog that was wandering around the apartment complex.
The poster said, “If you cannot take responsibility, please do not raise a pet dog,” and added, “The pain a family suffers due to one’s irresponsibility is indescribable.”
He also wrote, “I think some witnesses were very scared and could only turn away despite the child’s cries,” but “If the same situation occurs, I ask you to have the courage to save the child first.”
Following a resident’s report, A was transported to a nearby hospital for treatment. Police investigation revealed that the dog owner is a resident near the apartment where the accident occurred, and the dog is not classified as a dangerous breed.
The police plan to book the dog owner on charges of negligence causing injury and conduct an investigation.
