[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Kyung-gi) is implementing the ‘2022 National Safety Diagnosis Resident Application System’ to create a safe urban environment.
Residents can apply for safety inspections on facilities within the district that they believe require inspection by the 22nd of this month. This system was introduced to increase residents' participation in creating a safe environment and to raise safety awareness.
The application targets are vulnerable multi-use facilities such as ▲senior citizen centers ▲bridges ▲aging buildings. However, facilities with managers, buildings under construction, facilities involved in lawsuits or disputes, and those inspected within the last three months according to individual laws are excluded.
The district plans to select 10 inspection sites based on criteria such as aging facilities vulnerable to safety management and fire, facilities with recent accidents attracting residents' attention, landslide-prone areas, and multi-use facilities among the applied facilities.
Selected facilities will undergo joint inspections by experts in architecture, civil engineering, firefighting, and other fields in August. Afterwards, the district will establish repair and reinforcement plans and inform the applicants. However, no financial support will be provided beyond guidance on measures.
Residents wishing to apply for facility inspections can submit an application form via email to the person in charge or use the Safety Report app by the 22nd.
Jungnang-gu Mayor Ryu Kyung-gi said, “Through the National Safety Diagnosis Resident Application System, we will proactively eliminate safety blind spots and risk factors in the area to prevent safety accidents. We ask for residents' active interest so that we can create a safe Jungnang-gu together.”

Seongbuk-gu (Mayor Lee Seung-ro) was selected as an ‘Excellent’ institution in the 2022 Ministry of the Interior and Safety Disaster Management Evaluation.
The Disaster Management Evaluation is conducted by the Minister of the Interior and Safety under the Disaster and Safety Management Basic Act to comprehensively assess the disaster management capabilities of responsible agencies at each stage (prevention, preparedness, response, recovery) to enhance the national level of disaster management since 2005.
Seongbuk-gu received excellent evaluations across various indicators including ▲(common) financial investment in disaster safety, management of disaster management funds ▲(prevention) education for disaster and safety managers, mitigation activities by type in relevant fields, maintenance of disaster prevention facilities ▲(preparedness) management of crisis management manuals by disaster type, conducting disaster preparedness drills, status of natural disaster preparedness in summer and winter ▲(recovery) securing and managing disaster relief infrastructure.
Based on this evaluation, the Ministry of the Interior and Safety plans to separately select excellent institutions and provide benefits such as government awards and financial incentives.
Following its selection as the ‘Best District’ in the 2021 Seoul Disaster Recovery Training Evaluation, Seongbuk-gu has been recognized for its capabilities as a ‘Safe City, Seongbuk’ by being selected as an ‘Excellent’ institution in the 2022 Ministry of the Interior and Safety Disaster Management Evaluation.
Seongbuk-gu Mayor Lee Seung-ro said, “This excellent institution selection is the result of the tireless efforts and dedication of all Seongbuk-gu employees and residents. We will take this evaluation as a greater responsibility and devote all efforts to strengthening the district’s disaster management capabilities to create a Seongbuk-gu where all residents can live with peace of mind.”
Gwangjin-gu (Mayor Kim Kyung-ho) recently conducted a satisfaction survey on the ‘Gwangjin Mom Taxi’ project, with 95% of respondents rating it as very satisfied or satisfied.
The ‘Gwangjin Mom Taxi’ project supports pregnant women and families with infants under 24 months living in areas where public transportation is not easily accessible by providing I.M Taxi (I.M Taxi) exclusive vouchers worth 100,000 KRW per child annually for essential outings such as hospital visits.
The district surveyed 1,747 members through the ‘Participation Communication’ section on the district office website from June 8 to 15, with 776 respondents including 514 infant families (44% of the target) and 262 pregnant women.
Notably, 95% of respondents rated their satisfaction with the project as very satisfied or satisfied, and 92% rated the drivers’ friendliness as very friendly or friendly. Satisfaction with the project increased by 10.3% compared to the previous year, and driver friendliness rose by 4.5%.
The district attributes the significant increase in satisfaction to improvements in usage methods and facilities and the expansion of support targets compared to the first year of implementation last year.
Additionally, 96% of users were in their 30s and 40s, and 79% of users reported learning about the project through district and neighborhood institution guidance, promotional materials, Achasan Echo, and district SNS posts.
Based on the survey results, the district plans to operate the project considering the main age groups of users and explore more diverse promotional methods.
Gwangjin-gu Mayor Kim Kyung-ho said, “The second half satisfaction survey is scheduled for November. We will continue to work hard on the Gwangjin Mom Taxi project to ensure high satisfaction in the second half survey as well.”
Dobong-gu (Mayor Oh Eon-seok) will conduct mobile voting from July 13 to July 22 to select resident-participation budget projects for 2023.
The voting targets a total of 45 projects (▲2 in Administrative Management Division ▲3 in Planning and Sustainability Division ▲15 in Urban Management Division ▲25 in Safety, Construction, and Transportation Division). Each person can vote for one project per division, and any Dobong-gu resident can participate.
The list of projects by division can be previewed on the district’s mobile website, and voting can be done by scanning a QR code or accessing the mobile voting URL site.
Dobong-gu Mayor Oh Eon-seok said, “Many projects that residents truly need, such as creating a walking path under the Dobong 2,000 parking lot and establishing a resting area for seniors in Dokkaebi Market Park, have been proposed for voting. We hope many residents will vote so that more resident opinions can be reflected in the resident-participation budget where residents directly propose and create policies.”
The ‘Resident Participation Budget System’ is a system where residents directly propose and review projects to participate in the budget allocation process, enhancing transparency and democracy in the district budget and realizing participatory democracy.
The 2023 resident participation budget proposal contest is worth 1.5 billion KRW, and the proposed projects are those submitted through resident contests since April and passed feasibility reviews by relevant departments. Projects selected through this voting will be included in the 2023 participatory budget and implemented.
