Gangnam-gu, Nationwide First to Introduce 'COVID-19 Test Reservation System'


[Asia Economy Reporter Park Jong-il] Gangnam-gu (District Mayor Jo Seong-myeong) will introduce the 'COVID-19 Test (PCR) Reservation System' at the Gangnam-gu Public Health Center's screening clinic on the 13th, the first of its kind nationwide.


The newly introduced reservation system was developed through collaboration between the Korea Disease Control and Prevention Agency and the Gangnam-gu Public Health Center. It links everything from the electronic questionnaire of the test taker to the specimen test results to the Disease Control Agency's 'COVID-19 Information Management System.'


Anyone eligible for a PCR test can reserve a test schedule for the same day through the Gangnam-gu Office website or the mobile app 'The Gangnam.'


Reception hours are from 9 a.m. to 3 p.m. on weekdays, and visitors can choose their visit time between 10 a.m. and 5 p.m. on weekdays.


Once the visit time is selected and the electronic questionnaire is completed, the reservation is finalized. The reserver must bring proof related to the PCR test eligibility when visiting the screening clinic to receive the test immediately. However, the number of tests per time slot is limited to under 100 people.


The district plans to operate a 'two-track' system with both on-site and reservation booths by installing a separate reservation booth in addition to the existing on-site operation booths within the Smart Infectious Disease Management Center. The booths will be flexibly utilized depending on the reservation status.


Jo Seong-myeong, Mayor of Gangnam-gu, said, "The Gangnam-gu Public Health Center's screening clinic conducts the highest number of specimen tests nationwide, and the reservation system is essential to alleviate the inconvenience of visitors waiting for long hours in the heat." He added, "In the 8th term of the civil administration, Gangnam-gu will complete a 'comfortable city Gangnam' by developing various services for the health and safety of residents."

Jungnang-gu (District Mayor Ryu Gyeong-gi) has begun research to develop an integrated Business Continuity Plan (BCP) platform that maintains essential functions of the public health center while enabling infectious disease response, in collaboration with Kyung Hee University (President Han Gyun-tae).


An agreement ceremony for establishing an infectious disaster response system was held at Jungnang-gu Office on the 6th.


The research, led by Professor Yoon Eun-kyung of Kyung Hee University's College of Nursing Science, will be conducted over three years. The goal is to establish a personnel management system that allows rapid and systematic infectious disease management during infectious disasters while continuing the core tasks of the public health center.


The district will support practical personnel management measures by discussing platform development, conducting interviews and surveys on COVID-19 response experiences, providing infectious disease response-related data, and offering on-site advice for infectious disease response scenario construction.


Since the outbreak of COVID-19, the public health center has suspended non-essential tasks except for legally mandated essential duties to respond to infectious diseases. The district hopes this research will enable the public health center to perform its inherent duties while effectively responding to infectious diseases.


Especially, once the business continuity plan platform is established, it plans to minimize inconveniences to local residents caused by the suspension of public health center operations by utilizing the related content.


Ryu Gyeong-gi, Mayor of Jungnang-gu, said, "We will actively support research to strengthen infectious disaster response capabilities in collaboration with Kyung Hee University." He added, "Through this business agreement, we will do our best to carry out work steadily for the safety and convenience of residents even in disaster situations."

Due to COVID-19 support tasks, nine nursing care managers dispatched to the public health center in Dongdaemun-gu (District Mayor Lee Pil-hyung) have returned to the local community centers and the district office's welfare policy department.


Since 2020, the Dongdaemun-gu Care SOS Center has been providing customized care services to residents with urgent and temporary care needs. With the return of nursing care managers who were dispatched to the public health center due to COVID-19, it is expected that more substantial care services integrating health and welfare will finally be provided to residents.


Additionally, the district welfare policy department has independently created essential work manuals to help care nurses quickly adapt to new tasks and conducted an educational program for care nurses on the 8th at the district office's basement level 2 in-house academy (photo). If necessary, they plan to continue generous support such as visiting local community centers directly to provide training on operating computer systems.


Lee Pil-hyung, Mayor of Dongdaemun-gu, said, "With nursing care managers returning to local community centers, we expect to provide more thorough care services in the future." He added, "As demand for care welfare continues to increase, we will do our best to create a Dongdaemun-gu without care blind spots."

Nowon-gu (District Mayor Oh Seung-rok) is recruiting a 'Play Planning Team' by the 22nd to participate in the spatial arrangement and play program planning for the Nowon Child Welfare Center, which will open in November.


The district announced that this project is being conducted to actively reflect the opinions of children, the main users of the facility, in the remodeling of the Nowon Child Welfare Center and to realize children's right to participate.


The target participants are children in grades 4 to 6 who live in Nowon-gu or attend elementary schools in Nowon-gu. Appointed by the district mayor, they will serve as the Play Planning Team for about five months from August to December, representing their peers and presenting opinions.


First, the planning team will share their experiences and thoughts and propose necessary play spaces and educational tools. To facilitate smooth activities, the team will visit indoor play spaces in the region during the activity period to experience various types of play.


In addition to spatial arrangement, the team will plan and promote children's programs to be held during the pilot operation period of the child welfare center in November. The planning team will directly decide "what to do and play in the newly opened space" and "how to inform friends."


Finally, they will name the play space and develop future operation plans. They will propose opinions on specific operation rules and safety guidelines, monitoring, forming a children's operation committee, recruiting volunteer groups, and other future operation plans for the play space.


Those wishing to participate in the Play Planning Team can download the application form from the Nowon-gu website notice board, fill it out, and submit it by email, registered mail, or in person by the 22nd. The district has been conducting various projects to guarantee children's rights and succeeded in obtaining the higher-level certification of a child-friendly city from UNICEF in June.


In particular, to guarantee children's right to safety, it operates the largest number of 27 i-Hoo Centers in Seoul, as well as Sick Child Care Centers, Child Abuse Victim Shelters, and the Nowon-gu Child Protection Agency.


Furthermore, to guarantee children's right to participate, it runs projects such as the 'Children and Youth Council,' 'Participation Committee,' 'I am also an Architect,' and 'Children and Youth Participatory Budget,' providing channels for children to voice their opinions and helping them develop as democratic citizens.


Oh Seung-rok, Mayor of Nowon-gu, said, "Children know best what they need, not adults." He added, "We will continue to implement various projects reflecting children's opinions in policies to complete Nowon as a child-friendly city where children's rights are fully realized."



Gangnam-gu, Nationwide First to Introduce 'COVID-19 Test Reservation System'


Yangcheon-gu (District Mayor Lee Gi-jae) will hold a large-scale job fair called 'Yangcheon Flex Job!' at 10 a.m. on the 15th at the Haenuri Town Art Hall.


Organized by the Job Plus Center, this event will offer job seekers a ▲hybrid job fair ▲special lecture on youth public enterprise employment ▲comprehensive job information exhibition ▲side events (resume photo shooting, fingerprint aptitude test), among others.


At the 'Hybrid Job Fair,' 1:1 on-site interviews and employment counseling with professional career counselors will be conducted for about 100 job seekers, including youth, women with career interruptions, and middle-aged individuals, with 12 recruiting companies participating.


The recruiting companies cover various fields such as management support, data experts, security, guards, and drivers. The event will be operated in collaboration with the Southern Employment Welfare Plus Center, and on-site hiring will be linked after interviews.


A 'Youth Public Enterprise Employment Special Lecture' will also be held for young people hoping to join public enterprises in the second half of the year. The lecture, lasting about 90 minutes from 1:30 p.m. on the 15th, will share strategic job-seeking methods including ▲second-half public enterprise recruitment trends ▲preparation strategies such as job descriptions by company ▲methods to explore niche companies ▲ways to access public enterprise employment information.


Additionally, various comprehensive job information by type, including employment, start-up, and skill development support, will be exhibited. Side events such as fingerprint aptitude tests for employment consulting and resume photo shooting will also be provided.


The district plans to continue follow-up management by providing 1:1 customized job placement (professional career counselors) and counseling support for unemployed participants and recruiting companies after the fair.
