Before the Sale Price Rises... Interest-Free Intermediate Payments + Transferable 'Dunique Gangdong Twenty-First'

With the government's announced revision of the price ceiling system for pre-sale prices, which allows construction cost increases to be immediately reflected in pre-sale prices, the movement to secure prime complexes before prices rise further is accelerating.


On the 26th of last month, the Ministry of Land, Infrastructure and Transport announced the legislative and administrative notice for the amendment of the "Regulations on the Calculation of Pre-sale Prices for Multi-family Housing" and the establishment of the "Standards for Calculating Essential Costs in Redevelopment Projects." This is a follow-up measure to the "Rationalization of the Price Ceiling System" announced in the June 21 real estate policy, aimed at promptly reflecting the surge in raw material costs in pre-sale prices by relaxing the adjustment criteria for the basic construction cost and reflecting essential costs incurred during redevelopment and reconstruction projects in the pre-sale prices.


The amendment and establishment are scheduled to take effect from mid-this month, and since all complexes recruiting residents after implementation will be subject to this, demand is increasing for securing prime complexes before pre-sale prices rise further. As a result, attention is focusing on the upcoming "DUnique Gangdong Twenty-First."


DUnique Gangdong Twenty-First is located in Gil-dong, Gangdong-gu, Seoul, consisting of one building with three basement floors and 20 above-ground floors, featuring 63 officetels ranging from 28 to 84㎡, 7 live offices, and neighborhood living facilities.


One reason why Gangdong DUnique Twenty-First stands out as a prime complex is because it offers a "mid-term payment interest-free benefit." Since the project owner bears the interest on mid-term payments, buyers can plan stable finances free from concerns about recent base rate hikes, making this benefit highly valued in the market.


Additionally, Gangdong DUnique Twenty-First, composed of 70 units, allows resale of pre-sale rights, attracting attention not only for actual residence but also for high investment value. According to the current "Enforcement Decree of the Act on the Sale of Buildings," officetels located in speculative overheated districts and regulated areas are prohibited from resale before ownership transfer registration if they have 100 or more units. However, this does not apply to complexes with fewer than 100 units, allowing immediate resale of pre-sale rights after the deposit payment.


Another advantage is the abundant demand base near the complex. The Gangdong Advanced Business Complex in Gangdong-gu houses over 40 companies including Samsung Engineering, Samsung C&T, and Sesco, while the Godeok Biz Valley will sequentially welcome over 40 companies including IKEA by 2024. Furthermore, the Engineering Complex in Sangil-dong, scheduled for completion in 2023, is expected to host around 200 companies such as the Engineering Mutual Aid Association under the Ministry of Trade, Industry and Energy, the Korea Engineering Association, the Engineering Design Support Center, and the Creative Engineering Center of the Korea Institute of Industrial Technology.


A sales representative for Gangdong DUnique Twenty-First stated, "Although the housing market has slowed this year due to loan regulations, interest rate hikes, and rising pre-sale prices, Gangdong DUnique Twenty-First continues to attract steady interest from buyers thanks to its mid-term payment interest-free benefit, resale possibility, and abundant demand base. Especially if the pre-sale price increase is fully reflected in the market from mid-this month, the popularity of Gangdong DUnique Twenty-First is expected to rise even further."
