Multi-family Housing with Over 2,000 Households Targeted
The Ministry of Land, Infrastructure and Transport announced on the 10th that it will postpone the imposition of fines for mechanical equipment performance inspections in 2022 until December 31 to alleviate the burden on building management entities and residents of multi-family housing.
The performance inspection system was implemented for the first time this year, and there was some lack of promotion to management entities, as well as a shortage of performance inspection companies, making it practically difficult for all management entities to conduct inspections within the deadline, according to a preliminary survey.
Accordingly, the deadline for mechanical equipment performance inspections this year for individual buildings with a total floor area of 30,000㎡ or more (excluding warehouse facilities) and multi-family housing with 2,000 or more households will be extended from the original 'August 8, 2022' to 'December 31, 2022'.
Management entities must complete the performance inspections and prepare the result reports by December 31. A fine of up to 5 million KRW will be imposed on management entities that fail to conduct inspections or prepare inspection records within the deadline.
However, the inspection reference date remains August 8, and the next performance inspection must be conducted by August 8, 2023.
In addition, to further alleviate the burden on management entities, revisions to the current performance inspection system through amendments to the 'Mechanical Equipment Maintenance Standards' are planned for the second half of the year.
Management entities possessing mechanical equipment maintenance managers with certain qualifications will be allowed to conduct performance inspections independently, and regulations will be improved by excluding small-scale and low-capacity equipment, which have minimal impact on the building environment, from the inspection targets.
