Seogangseok, Songpa District Mayor, Holds First Regular Ordinance Meeting of the 8th Elected Term on the 6th, Expresses Commitment to Support Songpa's Revitalized Administration with Organization Restructuring Focused on Daily Operations and Prohibition of Unnecessary Budget Spending
[Asia Economy Reporter Jong-il Park] Seogang-seok, Mayor of Songpa District, held the first regular assembly since the launch of the 8th civil election term and called for innovative organizational culture improvements to realize a dynamically growing Songpa.
Mayor Seo emphasized the change in the mindset of public officials for this purpose and announced the operation of a fair personnel system.
On the morning of the 6th at 10 a.m., Songpa District held a regular assembly at the district office auditorium attended by about 400 district office employees. The event was also broadcast live online, allowing employees who stayed in offices such as community service centers for civil affairs work to participate in the regular assembly.
Mayor Seo conveyed his requests to the employees, emphasizing that “public office is a solemn position.” In particular, he reminded them that the eight major duties public officials must observe and the four major prohibitions they must never violate are stipulated in the Local Public Officials Act.
The eight major duties that public officials must strictly observe are ▲duty to comply with laws and regulations ▲duty of sincerity ▲duty of obedience ▲duty of kindness ▲duty of fairness ▲duty of confidentiality ▲duty of integrity ▲duty to maintain dignity.
The four major prohibitions are ▲prohibition of leaving the workplace ▲prohibition of profit-making activities and concurrent positions ▲prohibition of political activities ▲prohibition of collective actions.
Mayor Seo stated, “If these duties are neglected, the foundation of the country will be shaken, and the sovereign people will be directly harmed,” urging public officials to take pride in their duties and become talents respected by the people.
He also mentioned that the personnel system and organizational culture to support this will be improved. He explained that ▲fair work evaluations based on performance and capabilities ▲development of new job competencies through transfers after two years of service ▲operation of a clean personnel system based on ‘prohibition of personnel solicitation’ will boost employee morale.
Finally, Mayor Seo concluded the regular assembly by saying, “I sincerely hope and wish to achieve ‘A Running Songpa Again, a District Administration of Creativity and Innovation’ together with all Songpa public officials for our sovereign Songpa citizens with a new determination.”
