If this measure is introduced, the Russian government will be granted the authority to mobilize the facilities of relevant companies and deploy reserved national assets. Legal entities such as related companies will lose the right to refuse contracts to support the Russian military's overseas operations. This means that defense industry companies and their cooperating firms may be compulsorily mobilized.
Accordingly, the government is expected to exercise authority to require defense industry workers to perform overtime, night shifts, holiday work, and to limit vacation days.
Andrey Kartapolov, chairman of the State Duma Defense Committee, explained, "The amendment will ensure that everything necessary for the military to carry out its missions can be provided in a timely manner."
The bill will take effect after the 2nd and 3rd reviews in the State Duma, approval by the Federation Council, and final signature by President Vladimir Putin.
