[Asia Economy Reporter Jong-il Park] On the afternoon of the 4th, the Gwangjin District Council held the first temporary session of the 9th council in the main conference hall on the 6th floor of the district council building and elected Assemblyman Chu Yoon-gu (80), a six-term member, as the chairperson for the first half of the 9th Gwangjin District Council.

Also, Assemblyman Shin Jin-ho was elected as the vice-chairperson.


Assemblyman Chu Yoon-gu (Junggok 1, 2, 3, 4-dong) is the longest-serving member of the Gwangjin District Council with six terms, having served as the vice-chairperson in the first half of the 2nd council and as chairperson in the second half of the 3rd council. Shin Jin-ho, a first-term assemblyman (Neung-dong, Guui 2-dong, Gwangjang-dong, Gunja-dong), was elected as vice-chairperson and will assist Assemblyman Chu Yoon-gu in leading the council during the first half of the 9th term.


Assemblyman Chu Yoon-gu, newly elected as chairperson, said, “I will diligently support the free legislative activities of the assembly members so that the council can operate smoothly. As chairperson, I will help the members maintain a cooperative relationship with the executive branch, functioning as two wheels of a cart, while also exercising oversight and control functions.”

Meanwhile, the Gwangjin District Council plans to begin full legislative activities after completing the organization of the council, including the election of standing committee chairpersons, at the second plenary session on the 5th.

The official legislative activities of the 9th Seocho District Council began on July 1.


On the morning of the same day at 10 a.m., the Seocho District Council held the first plenary session of the 318th temporary meeting and elected Assemblyman Oh Se-cheol as chairperson and Assemblywoman Ahn Jong-sook as vice-chairperson.


The plenary session began under the chairmanship of the longest-serving member, Assemblywoman Ahn Jong-sook. First, the agenda for the chairperson election was presented, and Assemblyman Oh Se-cheol was elected as the chairperson for the first half of the 9th council.


Following this, under the chairperson’s direction, the meeting proceeded to the vice-chairperson election, where Assemblywoman Ahn Jong-sook was elected as vice-chairperson.


Chairperson Oh Se-cheol expressed, “I will strive to lead the first half of the council solely for the residents, and I ask for the support of senior and fellow assembly members going forward.”


Vice-Chairperson Ahn Jong-sook stated, “Only by embodying the true nature of the council and assembly members can we earn the trust and love of the residents. As the longest-serving member and vice-chairperson, I will never forget the essence of the council and will always work together with my fellow members.”


According to Article 11 of the Seocho District Council Basic Ordinance, “At the first temporary session after the general election, the opening ceremony shall be held after the election of the chairperson and vice-chairperson,” an opening ceremony was held that afternoon. All 16 assembly members attended, took an oath to faithfully perform their duties during their term, followed by the opening address of the 318th temporary session.

In his opening address, Chairperson Oh Se-cheol stated, “The 9th council will work toward a legislative paradigm that is warm and comforting to residents closest to them, practical politics that empower residents, and a new legislative activity that proactively pioneers in line with the new era. I hope that all council activities will always align with the will of the residents and that the council will always stand by their side,” outlining the direction for the 9th council.


Also, on the 4th, the Seocho District Council (Chairperson Oh Se-cheol) held the second plenary session of the 318th temporary meeting to form three standing committees and elect their chairpersons.


For the Operations Committee, which will lead the first half of the 8th Seocho District Council, Assemblyman Kang Yeo-jung was elected chairperson, with Assemblyman Kim Ji-hoon as vice-chairperson. For the Administrative Welfare Committee, Assemblywoman Go Seon-jae was elected chairperson, with Assemblyman Ahn Byung-doo as vice-chairperson. For the Finance and Construction Committee, Assemblyman Kim Sung-joo was elected chairperson, and Assemblyman Oh Ji-hwan was elected vice-chairperson.

Operations Committee Chairperson Kang Yeo-jung said, “I am grateful to the assembly members for entrusting me, a first-term member, with this important role. I will prioritize the happiness of Seocho residents through cooperation beyond party lines and faithfully fulfill my role as chairperson in collaboration with other members.”


Administrative Welfare Committee Chairperson Go Seon-jae said, “Through committee activities, I will do my best to make the Seocho District Council a council trusted by residents. I ask for the cooperation and guidance of the assembly members,” expressing her gratitude upon election.


Following this, Finance and Construction Committee Chairperson Kim Sung-joo pledged, “As chairperson representing 430,000 residents together with my fellow assembly members, I will strive to enhance the value of ‘Healthy Seocho, Happy Seocho.’”


With this, the organization of the first half of the 9th Seocho District Council has been completed, and the standing committees will begin full activities, including deliberation and resolution of ordinances and regulations, the 2021 fiscal year settlement, administrative audits, and the 2023 revenue and expenditure budget.
