Seoul City Announces 2022 Second Half Personnel Operation Plan: Promotion of 9 Grade 3 Officials... Appointment of Deputy Mayors of 25 Autonomous Districts and Seoul City Directors Effective August 19

Mr. A, a department head at Seoul City Hall, said this after seeing the announcement of the ‘2022 Second Half Personnel Operation Plan’ released the day before.
With the confirmation and announcement of 9 Grade 3 promotion slots, there is a highly anticipatory atmosphere among Seoul City department heads. The fact that 9 people will be promoted to Grade 3 means that a series of promotions for Grades 4 and 5 will follow, which is very welcome news for Seoul City Hall employees.
Seoul City created a total of 9 Grade 3 promotion positions, including 7 administrative and 2 technical, to foster a new working atmosphere with the inauguration of Mayor Oh Se-hoon in the 8th elected term.
However, the specific positions to be established due to organizational restructuring have not been disclosed.
Initially, Seoul City expected 5 Grade 3 promotion slots in total?3 administrative and 2 technical?due to retirements such as Jo In-dong (Administrative 1) and Ryu Hun (Administrative 2 Deputy Mayor).
However, this scale of promotion was very insufficient to satisfy the morale of those waiting for promotion.
Accordingly, Mayor Oh instructed key personnel departments, including Administrative Director Kim Sang-han, to maximize the scope of promotions, ultimately creating 4 more slots than initially expected.
As the number of promotion slots increased, it is also known that many senior officials who had planned to retire decided to remain in their positions.
One official said, “It was expected that Grade 2 executives born in 1964 would retire, but that does not seem to be the case.”
Another official said, “Mayor Oh Se-hoon’s creation of 9 Grade 3 slots appears to be a declaration of his intention to start the 8th elected term with strength,” adding, “For public officials, promotion is ultimately the greatest life goal.”
Accordingly, candidates for Grade 3 promotion include administrative officers Kim Jae-jin (Budget Officer), Jeong Young-jun (Economic Policy Division Head), Yoon Hee-cheon (Tourism Policy Division Head), Kim Gyu-ryong (Transportation Policy Division Head), Yoon Jae-sam (Environmental Policy Division Head), Shin Dae-hyun (Job Policy Division Head, Civil Service Exam), Kim Seon-su (Housing Policy Division Head), Lee Gye-yeol (General Affairs Division Head), Yoon Bo-young (Health Policy Division Head), and Yoo Jae-myung (Safety General Division Head, General).
Seoul City plans to announce the Grade 3 promotion results by the 11th and disclose transfers on August 12 (effective August 19).
Accordingly, deputy heads of the 25 autonomous districts of Seoul will also be transferred along with Seoul City directors on August 19, and a large-scale personnel reshuffle is expected.
Additionally, promotion results for Grades 4 and 5 will be announced on July 25, with Grade 4 transfers on August 12 and Grade 5 transfers on August 18, as part of the personnel operation plan.
Meanwhile, Seoul City has converted the Housing Policy Office Chief (Grade 1) to an open position and began external recruitment through a public announcement on the 1st.
