Construction of 3rd New Town 'Namyangju Wangsuk' Kicks Off... 300 Billion Won Construction Orders for 2 Sections Namyangju Wangsuk Bird's-eye View


Korea Land and Housing Corporation (LH) announced on the 30th that it has issued the construction of the Namyangju Wangsuk and Wangsuk2 complexes in the 3rd New Town as a Construction Management-Responsibility (CM-R) type project.


The Namyangju Wangsuk and Wangsuk2 districts are 3rd New Towns covering an area of 11.04 million square meters, adjacent to the northeastern boundary of Seoul Metropolitan City and the Namyangju Byeollae and Dasan districts. A total of 68,000 housing units will be supplied across the two districts. The first move-in is scheduled for March 2027 in Namyangju Wangsuk and December 2026 in Namyangju Wangsuk2.


The CM-R method involves selecting the contractor during the design phase to incorporate construction expertise into the design, thereby enhancing the overall quality of the project. It also offers advantages such as shortening the project duration, reducing construction costs, and ensuring quality.


The current construction order covers the development works of Namyangju Wangsuk Section 3 and Namyangju Wangsuk2 Section 1, which include the lead sections where the first pre-sale was conducted last year. The total contract amount is approximately 300 billion KRW.


The Namyangju Wangsuk development (Section 3) covers an area of 1.36 million square meters (410,000 pyeong). The scope of work includes △main complex development △structures such as underpasses, tunnels, and bridges. The contract amount is about 164.3 billion KRW, and the construction period is 47 months.


The Namyangju Wangsuk2 development (Section 1) covers an area of 1.23 million square meters (370,000 pyeong), with the same scope of work as Namyangju Wangsuk Section 3. The contract amount is about 135.9 billion KRW, and the construction period is 46 months.


Eligibility for bidding requires that as of the bid announcement date, the bidder must be a civil engineering or civil-architecture construction company with a construction capability evaluation amount of at least 90 billion KRW and registered as a construction engineering business.


Evaluation will be conducted by combining technical scores and price scores. The technical evaluation consists of quantitative evaluation (construction performance, sales ratio, assigned engineers, etc.) and qualitative evaluation (project management plan, construction plan). Qualified bidders may contract as a joint performance method with up to 10 members, with each member holding a minimum share of 5%.


The bidding procedure includes submission of PQ (Pre-Qualification) application and documents, site briefing, and bid submission. The contract will be awarded based on the evaluation and opening of bids in October.


The schedule for Namyangju Wangsuk development (Section 3) is △PQ submission (July 22) △site briefing (August 5) △bid proposal deadline (October 4) △bid evaluation and opening (October 19).


The schedule for Namyangju Wangsuk2 development (Section 1) is △PQ submission (July 15) △site briefing (July 29) △bid proposal deadline (September 27) △bid evaluation and opening (October 12).

Meanwhile, LH plans to commence the CM-R service for the two ordered sections in October and November and to sign the construction contracts by June 2023.


Additionally, the Namyangju Wangsuk and Wangsuk2 3rd New Town will be divided into a total of eight sections (six for Wangsuk and two for Wangsuk2) for the development construction.


Choi Seong-jin, Director of the New Town Planning Department at LH, stated, "We will do our utmost to adhere to the 3rd New Town plan schedule, including complex development works, to ensure that high-quality housing is supplied early."
