87 Domestic and International Internet Service Providers
Efforts to Prevent Distribution of Illegal Filming Materials
[Asia Economy Reporter Minyoung Cha] The Korea Communications Commission (KCC) disclosed the 2021 "Transparency Report on the Handling of Illegal Filming Materials" submitted by major internet service providers and webhard operators on its website on the 30th.
This year, a total of 87 companies are subject to the transparency report disclosure. It includes domestic companies such as Naver and Kakao, as well as major overseas companies like Google, Meta, and Twitter. The target companies are those with sales exceeding 1 billion KRW or an average daily user count of over 100,000, including value-added communication service providers such as SNS, communities, internet personal broadcasting, search portals, and webhard operators.
The transparency report details the efforts to prevent distribution, including technical and managerial measures such as strengthening the reporting functions for illegal filming materials by each company last year. It also provides information on the processing results of reports and deletion requests for illegal filming materials, as well as the appointment and training of distribution prevention officers.
Last year, internet service providers deleted and blocked access to a total of 27,587 cases of illegal filming materials, false videos, and child and youth sexual exploitation materials based on user reports.
Hansanghyuk, Chairman of the KCC, stated, "The 2021 transparency report is significant as it shows the process by which internet service providers prepared and implemented technical and managerial measures to protect victims of digital sexual crimes despite many difficulties such as equipment supply shortages. As there have been many advances over the past year, I hope that companies will continue their efforts to fulfill their social responsibilities."
The KCC plans to conduct training for distribution prevention officers of domestic and international companies this year and will continue on-site inspections to verify the implementation of technical and managerial measures such as filtering actions against illegal filming materials.
