Establishment of a Shared Administrative Data Collection, Search, and Analysis System Without Departmental Barriers
User-Friendly Predictive Administration Implementation
[Asia Economy Reporter Lim Cheol-young] On the 28th, the Seoul Metropolitan Government announced that it will officially launch the project to build the ‘AI-based Big Data Service Platform (Phase 2),’ which enables joint use of the city’s administrative data without departmental barriers and allows non-experts to easily understand and utilize the data.
This project is the second phase following the ‘Big Data Integrated Repository’ established by 2021. It will link and collect large-scale administrative data held by the city and external data to create datasets. The goal is to build the Seoul Population View, which presents data necessary for population policy decision-making through virtual convergence and Geographic Information System (GIS)-based visualization.
The Seoul Metropolitan Government plans to collect large-scale administrative and external data it holds to create datasets and enhance the usability of these datasets by developing dataset search, sharing, downloading, and utilization methods, thereby advancing the metadata search system. Additionally, the city will develop a natural language-based data search service to conveniently search the collected big data in a conversational format.
An AI analysis platform will be established to analyze the collected administrative and external data, enabling predictive administration and promoting the joint use of AI algorithms and datasets developed by the city.
The AI analysis platform introduced by Seoul is an AI integrated development platform that allows easy and rapid management of AI services based on various AI algorithm learning development and deep learning technologies. Using this platform, the city plans to develop services that predict population changes in Seoul by utilizing data such as resident registration population, living population, and living mobility.
Furthermore, to further activate data use, Seoul will develop the Seoul Population View based on GIS and virtual convergence. Starting with the construction of the Seoul Population View this year, the city will expand virtual convergence spaces developed by policy themes such as the Economic View, Housing View, and Seoul Survey View next year. Through this, it is expected to create added value for data related to each policy and further activate data-driven policy decision-making.
Park Jong-su, Director of Smart City Policy at Seoul Metropolitan Government, said, “This project is an initiative to introduce new technologies such as AI, big data, and virtual convergence to implement a big data service platform that anyone can easily understand and use, thereby laying an innovative foundation to further strengthen Seoul’s data-driven administrative capabilities.” He added, “Through this, it is expected that the creation of administrative services more closely related to the lives of Seoul citizens will accelerate.”
